PAY AND BENEFITS
Annual Pay Range: $62,382.18 - $81,114.08
Hourly Pay Range: $29.991434 - $38.997155
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County Department of Human Resources is looking for a motivated, detail-oriented professional with a background that demonstrates a high level of confidential administration experience, and who has strong skills in problem-solving, collaboration, and critical analysis.
The Director's Office within Human Resources is seeking qualified applicants for a Human Resources (HR) Assistant. The purpose of the Director's Office program is to provide HR direction, executive consultation and policy decision services to the Board of the County Commissioners, County Administrator, County Departments and Employees so they can have a strategic partner to achieve their strategic and operational goals.
Under general supervision, the HR Assistant performs a variety of duties in support of the Department of Human Resources. This position will apply established human resource guidelines, rules, policies, and procedures to carry out assigned duties. The HR Assistant will provide excellent customer service to employees seeking support of Human Resources as well as those employees working within the department. This position is customer facing and will maintain a high level of customer satisfaction. The HR Assistant also serves as the first point of contact to employees coming into the Department of Human Resources.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of two (2) years in an administrative role with experience supporting Human Resource tasks and activities that would likely provide the required knowledge and skills to perform the responsibilities of the position.
• A minimum of one (1) year providing direct customer service in an administrative role.
• Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, and SharePoint).
• Technical skills required to learn new software applications.
• Prior experience handling confidential business matters and information with discretion.
• Strong interpersonal and communication (oral and written) skills.
• Experience establishing and maintaining cooperative, positive working relationships with internal and external partners.
Preferred Special Qualifications/ Transferrable Skills:*
• Two (2) years direct experience working in a role within a Human Resources department or a role working in an HR capacity.
• Experience working in the public sector.
• Experience entering data into a database.
• Experience working with PeopleSoft software.

TYPICAL TASKS
Typical tasks include but are not limited to:
General Administrative
• Manage and update department's intranet/ internet pages.
• Maintain office supply inventory, answer phones, greet visitors, process incoming mail, coordinate meeting spaces, and submit Facilities requests.
• Troubleshoot equipment and software applications for HR staff; and represent HR in quarterly HR and TS (Technology Services) meetings.
• Provide support to the Office of the Director, schedule meetings, prepare materials and take notes at monthly manager meetings.
• Assist the HR Director and the Deputy Director with additional tasks and projects as assigned.
• Coordinate travel and training arrangements for HR staff.
• Monitor updates to federal and state employment poster requirements; distribute updated posters to County departments and conduct audit for compliance.
• Assist with all functions related to presenting HR issues at policy sessions or Board of County Commissioners; scheduling, review and format submitted materials, and ensure submission timelines are met.
HR Department Financial Operations
• Process vouchers, interfund documents, and validate invoices in accordance with contracts.
• Resolve discrepancies and monitor status of payments through PeopleSoft Finance.
• Stay current on Finance Department processes to ensure accurate transactions and compliance.
• Coordinate department purchases and maintain electronic financial records.
• Support contract management: draft requests, monitor renewals, and track data.
• Reconcile purchasing card transactions and assist with reports for the HR program budget.
HR Department Personnel Actions & New Employee Orientation
• Initiate and process personnel action forms for HR department.
• Ensure compliance with County policies and guidelines and retain proper documentation.
• Coordinate onboarding and scheduling logistics for new HR staff members.
Internal Complaint Process Administration
• Assists Internal Complaints Program Coordinator with program administration for all internal complaints and complaint investigations.
• Schedule interviews and maintain accurate electronic records and documentation of complaint cases.
• Assist with correspondence for complaint investigation participants.
• Run data integrity and performance reports; compile statistics for performance measures and prepare update reports for management.
• Assist with process improvements based on County Internal Audit recommendations.
• File confidential documents and scan records into confidential electronic file location.
Projects and Performance Evaluations Administration
• Maintain and update County Employment Policies and Practices (EPPs) documentation within PowerDMS.
• Update EPPs as needed, to support the approval process.
• Manage and update content on the EPP intranet and public web pages.
• Ensure data integrity for program metrics and compile reports for performance measures.
• Provide support for database development, testing, and data management requests.
• Assist with additional projects and tasks as assigned.
• Coordinate the performance evaluation program for all HR staff.
• Provide administrative support, monitor, and maintain effective tracking of performance evaluations.
• Prepare surveys as part of the performance evaluation data collection and respond to inquiries.
Employee Recognition
• Run monthly PeopleSoft reports to determine eligible participants for upcoming employee recognition events.
• Assist with the coordination and facilitation of recognition events.
• Support employee communication efforts and prepare recognition certificates.
Personnel Files
• Respond to internal and external personnel file requests and public record requests.
• Review documents, determine appropriate release of records, coordinate access, and tracking of all released files.
• Consult with supervisor or County Counsel as needed to determine which documents may be released and any additional approval required prior to release.
Employee and Labor Relations Support
• Provide administrative support for contract negotiations to Employee and Labor Relations.
• Schedule negotiation meetings and take detailed meeting minutes.
• Maintain and compile information to prepare reports for the HR Director.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
This position is required to be on-site for training, onboarding, and to meet department staffing needs. Remote work will be discussed after successful completion of training and onboarding.
