PAY AND BENEFITS
Annual Pay Range: $95,819.846720 - $129,356.757920 (Includes the cost of living adjustment effective July 1st)
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County Department of Human Resources (HR) is seeking an experienced and adaptable Leave and Accommodations Supervisor to lead our dedicated team! With around 2,700 employees, 4 unions, and 8 collective bargaining agreements, Clackamas County has a complex workforce. On average, the Leave and Accommodations team has 45 active accommodation cases at a given time and over 175+ active Family Medical Leave Act (FMLA), Oregon Family Leave Act(OFLA), and Paid Family and Medical Leave (PFML) cases. Clackamas County uses a third-party leave of absence and disability insurance administrator to manage PFML, FMLA, OFLA, disability claims, military leave, and educational/extended union leaves.
Reporting to the Deputy HR Director, the Leave and Accommodations Supervisor is a key member of the Benefit and Leave Division, working directly with the Leave and Accommodations team. This division is committed to delivering comprehensive benefits, disability management, planning, education, and consultation services that foster a workplace culture focused on health, productivity, and responsible stewardship of financial resources.
In this role, the Supervisor oversees the daily operations and staff of the Leave and Accommodations team and manages vendor relations with the third-party leave of absence and disability administrator. The position leads the development and coordination of programs related to reasonable accommodation (ADA), leave, disability, and absence management. The Supervisor ensures these programs are administered in compliance with all applicable federal and state laws, collective bargaining agreements, and County policies and procedures.
The Leave and Accommodations Supervisor is a working supervisor responsible for managing individual accommodation cases from start to finish, while also providing leadership and operational oversight to the Leave and Accommodations team. The ideal candidate must be capable of working independently, effectively resolving issues, conducting research, and supporting both team members and County personnel.
In addition to supervising the daily activities of the Leave and Accommodations staff, the Supervisor will provide training resources, and support to ensure the team meets division goals. This includes staying current with and educating staff on new processes and regulatory changes that impact leave and accommodation administration.
The Ideal Candidate will possess a strong background in leave management, including expertise in the Americans with Disabilities Act (ADA) and experience working with disability insurance programs. Top candidates will demonstrate a high level of collaboration and leadership, with the ability to effectively inspire and guide staff while also working independently to analyze issues and develop practical solutions. Additionally, the most qualified candidates will possess the following attributes/characteristics:
• In-depth knowledge of federal and state leave-related laws, including FMLA, OFLA, Paid Leave Oregon, and the ADA.
• Strong understanding of how reasonable accommodations intersect with protected leave laws (FMLA,OFLA, etc.) .
• Demonstrated experience working with disability insurance programs.
• Ability to interpret and apply leave and accommodation policies in compliance with federal and state regulations, while keeping current with legal and policy changes.
• Skilled in advising employees and supervisors on leave-related matters and identifying the appropriate policies for each situation.
• Excellent organizational, time management, and problem-solving skills.
• Ability to conduct crucial conversation with employees and supervisors regarding leaves of absence issues.
• Strong interpersonal and communication skills, with the ability to explain complex and detailed information clearly in both oral and written forms
• Strong organizational and analytical skills.
• Effective at setting priorities and managing tasks with a clear sense of urgency and importance.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of six (6) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
• Experience managing complex accommodation requests/cases and supporting employees through the interactive process as part of the ADA.
• Experience working with disability insurance.
• Experience in a lead or supervisory role providing direction and assigning and reviewing the work of professional staff.
• Experience analyzing job descriptions and medical documentation to make well-informed determinations regarding reasonable accommodations.
• Experience with Human Resource Information System (HRIS) or other database system, to include data creation, maintenance, retrieval and reporting.
• Strong working knowledge and application of Family Medical Leave Act (FMLA), Oregon Family Leave Act (OFLA), Americans with Disabilities Act (ADA) and other Oregon laws governing employee leave and workplace accommodations.
• Working knowledge and experience using Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint).
Preferred Special Qualifications/ Transferrable Skills:*
• Experience supervising professional HR staff tasked with supporting leave administration.
• Experience working with a third-party leave of absence and disability insurance administrator.
• Human Resources Professional Certification (SHRM-CP, SHRM-SCP, PHR, SPHR, etc.) or other accredited HR certification
• Experience working in the public sector and/or union environment.
• Working knowledge and experience with PeopleSoft Human Capital Management (HCM).
Pre-Employment Requirements:

TYPICAL TASKS
Typical Tasks Include but are not limited to:
Plans, coordinates and implements the goals and objectives of the Leave and Accommodations team; oversees staff and daily operations; monitors program services to ensure compliance with federal and state laws, County policies and collective bargaining agreements.
Manages relations with leave of absence and disability insurance vendor; participates in evaluating vendor performance, provides feedback and recommends process improvements; partners with Benefits Manager to manage escalations regarding complex leave of absence, return to work and ADA accommodation issues.
Oversees administrative aspects of leave including ensuring appropriate and timely communications and notifications; works closely with HR staff, department managers, employees, and Payroll to ensure that leave tracking and pay for County employees on leave is accurate and timely.
Oversees the reasonable accommodation process under the ADA and applicable County policies; collaborates with program staff, County Counsel, HR management and other stakeholders on complex ADA matters, such as compulsory leave, reassignment, medical layoff, fitness for duty, and reasonable accommodations.
Coordinates with vendor on short and long-term disability programs; informs and counsels employees and family members on disability benefits and assists in researching and resolving claims issues; responds to questions and provides information on the provisions of the disability programs and related claims materials; oversees the review of submitted claims, completion of employer forms and coordination with insurance provider so that a claim determination can be made.
Develops policies, procedures and guidelines; recommends changes to HR leadership; participates in the implementation and communication of approved policies and procedures.
Performs or directs the work of assigned staff to organize, update, maintain, purge and archive databases, files, records, and other documents according to guidelines; ensures maintenance of confidential information incompliance with applicable recordkeeping and confidentiality requirements.
Responds to employee requests and public inquiries; resolves complaints in an effective and timely manner; may act as assigned human resources expert witness in legal actions.
Utilizes the County's human resource information system (HRIS) and query tool to select employee information for a variety of claim and leave issues; uses HRIS in conjunction with other computer tools to provide analysis, costing and employee statistics, reports and documents.
Hires and supervises professional and administrative support staff to provide quality service to County employees; prepares performance evaluations and provides counseling for career development; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments.
Prepares and conducts leave and ADA accommodations training for County supervisors and managers.
Participates in the collective bargaining process; identifies and researches significant or controversial issues; prepares exhibits for fact-finding and interest arbitration hearings; drafts and recommends contract language.
Required Knowledge and Skills
Thorough knowledge of: Federal and State statutes, rules, regulations, codes and ordinances pertaining to administration of the County's disability,
leave of absence, return-to-work and reasonable accommodations programs, specifically, short and long-term disability benefits, ADA, OFLA, FMLA, Oregon Paid Family and
Medical Leave and Pregnant Worker Fairness Act; principles, practices and techniques of claims and leave administration; applicable Federal, State and local human resource and EEO laws and case law, rules, regulations, codes and ordinances related to functional area.
Working Knowledge of: Principles and practices of public administration; participative management theories; operations, services, and activities of human resource information systems; methods of data generation, data collection, and database management; methods and techniques of statistical research and analysis; principles of public administration, including budgeting and personnel management; principles and techniques of financial reporting and record keeping; methods and techniques of conflict resolution; County government organization and operations; principles and techniques of supervision.
Skill to: Collect, compile, analyze, store in a data base and interpret relevant complex information and data; make accurate arithmetic calculations; analyze and resolve problems and/or prepare recommendations; prepare clear and concise reports; prepare and maintain detailed, accurate and organized records; communicate effectively, both orally and in writing, particularly in speaking before groups and in testifying in a legislative arena; exercise tact and diplomacy in dealing with sensitive, emotionally charged and confidential human resource and employee issues; resolve conflicts and effectively facilitate situations when those involved have conflicting perspectives; establish and maintain effective working relationships with County employees, union officials, other agencies and the public; investigate, negotiate and mediate claims and disputes; effectively recommend settlements; interpret, apply and explain federal and state statutes, rules and regulations and County policies applicable to family medical leave and disability; operate computer equipment, including personal computers and applicable software applications; develop spreadsheets and reports.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
Please note: While this position is eligible for hybrid work, the selected incumbent will be on-site for at least the first three (3) months during onboarding and training.The hybrid schedule will be three (3) days in the office and one (1) day remote per week.
