Directs utilities crew in routine maintenance and repair of city's water distribution and wastewater collection systems. Assists Utilities Superintendent with administrative duties as required.
JOB SUMMARY
- Mentors and trains utility staff on the proper repair, maintenance, and operation of the city’s distribution and collection system.
- Supports Public Works inspector and Building department with water & sewer service line replacement inspections, development, and capital improvement projects as needed.
- Oversees and directs repair and maintenance of utility services including water mains, hydrants, valves, meters, pump stations, tanks, reservoirs, sewer mains, manholes, lift station, and other appurtenances.
- Plans, prioritizes, assigns, supervises, and reviews the work of staff involved in water or wastewater line maintenance, repair and construction, as well as meter installation and maintenance.
- Leads crews on assigned projects from start to completion. Tasks include water breaks, sewer backups, hydrant and blow-off installations, tank cleaning, head gate maintenance, and pump station maintenance.
- Inspects the work of crews while in progress; provides recommendations, advice and assistance to increase efficiency.
- Directs and monitors preventative maintenance programs, including sewer jetting and rodding, valve exercising, tank cleaning, fire hydrant flushing and testing, and meter reading.
- Evaluates, recommends, and assists in the implementation of goals and objectives to assigned activities or responsibilities; recommends improvements and modifications to existing maintenance programs; prepares various reports on operations and activities. Establishes schedules and methods for the construction, maintenance, and repair of water and wastewater lines and water meters; implements policies and procedures.
- Responds to customer complaints and inquires; contacts affected businesses/residents when services are interrupted.
- Assists Utility Superintendent with administrative duties including use of asset management software to assign, track and report work and maintenance activities.
- Uses human resources software to maintain employee time, attendance and history.
- Makes routine material and supply purchases. Maintains accurate maps and records on all work.
- Assists in budget preparation and administration; prepares cost estimates for budget recommendations.
- Participates in regular safety training sessions and follows all safety guidelines set forth by the city, including the proper use of personal protective equipment (PPE), following safe work practices, reporting any safety concerns, completing accident reports and near misses, and participating in safety audits and inspections.
- Must be able to act as Operator in Responsible Charge (ORC) for the City of Golden Water Distribution Wastewater Collection System. Completes all other required city trainings.
- Maintains required certifications and endorsements.
SUPERVISORY RESPONSIBILITIES
Directly oversees and supports Utilities Maintenance Technicians. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws in superintendent's absence. Responsibilities include interviewing, coaching and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.
QUALIFICATIONS
High school diploma/GED required; minimum five years related utilities experience including two years of increasing supervisory experience. Strong interpersonal and customer service skills. Must exhibit strong leadership and communication skills. General proficiency with PCs and Microsoft applications, including Word, Excel, Outlook, and use of Internet. CarteGraph OMS software experience a plus.
