This is an advanced level and is characterized by expert competence in procurement which includes responsibility for using independent judgement in interpreting and applying local, state, and federal statutes. This position works independently to ensure compliance with and interpretation of purchasing guidelines, policies, procedures and best practices with specialty projects, including grant, state, and federal funding and to coordinate and lead the City’s supplier diversity efforts.
At this time, this position is eligible for telework or hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.
Essential Functions:
- Develop, conduct and manage solicitation methods, including Requests for Proposals (RFPs), Requests for Qualifications (RFQs), qualification-based selection (QBS), and invitation to bid (ITB) from initiation through award; develops, reviews, negotiates and administers contracts.
- Performs outreach to all businesses with an emphasis on small, minority, women owned businesses regarding City business opportunities. Promotes the City’s Supplier Diversity Program and City projects externally.
- Perform market research to analyze market conditions, material and supplier availability, and other pertinent data and information required to ensure efficient solicitation method and ensure best value for City.
- Stay informed of trends, developments, laws, regulations and best practices related to procurement functions and activities and conduct legal research and act as a liaison with internal counsel.
- Use independent judgment to apply and utilize City acquisition and procurement policies and procedures, state and federal statutes to manage and administer a variety of complex contracts and procurements.
- Serves as City's expert in proposing and identifying solutions to unique and critical acquisition and procurement challenges
- Procure and manage local, state, and federal funded public works, small works, maintenance contracts, commodity purchases, Information Technology purchases, and professional services agreements from development of solicitation and contract through final contract closeout. This includes strategizing with project teams to develop project timelines, specifications, general conditions, and contract requirements through risk analysis and experience.
- Responds to inquiries and requests for information regarding the equity in contracting program; provides interpretation, guidance and training on policies, procedures and regulations; researches and resolves problems; serves as liaison to other departments and external contacts.
- Create and implement procurement training to improve procurement knowledge among City staff and increase procurement and contracting compliance. Develop and implement procurement information sessions for suppliers and other outreach activities to increase supplier participation in solicitations including participation in tradeshows hosted by other agencies.
- Leads and collaborates on development and implementation of City procurement policies and practices.
- Identifies sourcing opportunities and addresses barriers to equitable contracting.
Experience and Education
- Five (5) years in of related experience performing various high value procurement activities, specifically with federally funded projects, including but not limited to utilizing various procurement methods, reviewing and analyzing offers prior to awarding of contract, and developing and negotiating contracts.
- Equivalent to a Associate's Degree in accounting, business administration, public administration, or a closely related field. Bachelor’s degree preferred.
- Equivalent combinations of education and experience may be considered.
Computer Skills
- Intermediate skills in the Microsoft Office suite
- Beginner to intermediate skills with financial software such as Workday
Licenses and/or Certifications
- Ability to obtain a Certified Public Procurement Buyer (CPPB), NIGP-CPP, CPM or Certified Professional in Supply Chain Management (desired)
