The City of Bend Engineering and Transportation & Mobility Departments are currently seeking applicants for two (2) Engineer positions at various levels within the job family. These opportunities are FLSA exempt (overtime ineligible) positions, are non-represented and will be filled at either the Senior Engineer, Project Engineer, or Engineering Associate level, depending on candidate experience. The preference is to fill the positions at the Senior Engineer or Project Engineer level.
This recruitment will also be used to determine an eligibility list for upcoming vacancies at various levels for up to 6 months. The eligibility list may be canceled at anytime, at the discretion of the City.

Position 1: Engineering Department
This role focuses on managing mid to large capital projects, encompassing a wide range of municipal initiatives. In the near term, there is greater focus on transportation projects funded by a Transportation GO Bond. Responsibilities include overseeing projects from concept through construction, and engaging with the public, other agencies, and various departments.
The ideal candidate is an innovative, experienced, self-motivated senior-level engineer responsible for the successful delivery of projects in the Transportation and Accessibility CIPs which may also include components of other CIPs including Water, Stormwater, Sewer, or General Obligation Transportation Bond.
The successful candidate will have proven experience in the full project life cycle of infrastructure project delivery. This includes, but is not limited to planning, design, design management, mentorship/supervision to engineer and field staff, project document assembly, procurement practices, project management, fiscal accountability, and construction management.

Position 2: Transportation & Mobility Department
This role involves working on a mix of smaller projects and mobility programs aimed at enhancing safety, reducing congestion, and providing diverse travel options. The successful candidate will collaborate with private developers, capital project engineers, the public, operations crews, and other City departments. We seek individuals with a strong background in multi-modal transportation, as this position reviews development and capital projects, responds to public transportation inquiries, and manages smaller safety and multi-modal projects. The individual in this position is expected to engage in the following work-related activities.
Responsible for overall project management and project delivery for City projects including concept development, preliminary through final design, specifications, contract documents, public and stakeholder outreach, internal and external coordination and communication, documentation, budget and cost tracking, scheduling, reporting, and construction management including inspection and quality assurance/quality control. Administers, controls and performs specific engineering activities in the areas of design, construction inspection, traffic, right-of-way, etc.
Works with other City staff to plan project completions, resolve schedule conflicts, establish priorities and coordinate work outside the department.
Reviews plans, accepts or rejects completed work, techniques and materials and recommends alternative approaches. Refers sensitive situations to superiors.
Responsible for developing and administrating approved budget, ; takes the lead on establishing and monitoring against the project budget, including reporting and related accounting functions.
Has accountability for all expenses within a project and/or program and reporting concerns regarding meeting budget goals.
Represents the department in meetings with consultants in regards to assigned project and/or program.
Ensures project and/or program remain within expected costs and evaluates proposed projects and/or programs and assists in establishing priorities in conjunction with budgets.
Works with other City staff to plan project completions, resolve schedule conflicts, establish priorities, and coordinate work outside of the department.
Complies with safety requirements of the position and actively promotes safe work practices.
In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.

The following are the minimum qualifications for this position.
Bachelor’s degree (B.A./B.S.) from a four-year college or university in Civil Engineering or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
4 to 5 years’ experience in a similar position and/or performing similar tasks.
Certification as a Professional Engineer in the State of Oregon required, or acquire within six months of appointment.
Current and valid Driver's license per City policies outlined in the Employee Handbook.

Reviews relevant documents pertaining to the project(s) prepared by others.
