The City of Turlock is accepting applications for the Code Enforcement Officer position. The Under the general direction of a Code Enforcement Supervisor, participates in assigned City programs and activities related to neighborhoods, neighborhood preservation, code enforcement, abandoned autos, enforce city zoning, fire nuisance and related codes and regulations.
This position is subject to overtime, evening and weekend assignments, and is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes.
An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees serve a one (1) year probationary period. SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from an assigned Supervisor.
ESSENTIAL FUNCTIONS - Duties will include, but are not limited to the following:
- Collaborates and partners with other City departments and outside agencies, community businesses, and like organizations to encourage community activism and participation in community improvement.
- Participates in programs involving mistletoe, weed abatement, nuisance, and code enforcement
- Collaborates with Neighborhood Resources Officers to address illegal storage of property and encampment related issues
- Provide active feedback on City related homeless and unsheltered crisis
- Issues administrative citations and notices as necessary
- Appears in court, or in hearings if necessary in the defense of code compliance
- Participates in programs involving abandoned and inoperative vehicle abatement on public and private property

- Patrol assigned areas in a City vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations
- As necessary, performs code enforcement activities in difficult or sensitive situations in support of the success of Code Enforcement activities
- Insures the proper processing of official notices and follow-up related to established deadlines
- Keeps current on legislative actions and correspondence necessary to implement departmental objectives, studies and projects
- Assist with conducting abatement hearings of routine code violations under direction of the supervisor
- Gather evidence for abatement proceedings
- Compile information and data for a variety of reports
- Maintains accurate physical and computer files, documentation, photographs and records. Prepares correspondence, reports, evidence in support of legal actions taken by the City
- Operates computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement and research complaints
- Receive complaints and work with property owners, neighborhood organizations, and other concerned parties to resolve nuisance issues and avert legal action where possible
- Perform related duties as assigned
Knowledge of:
- General organization and structure of municipal government
- City ordinances and regulations related to use of land
- Elements of planning and zoning administration and use of related ordinances
- Building codes, nuisance abatement practices and procedures
- Modern office methods, computer procedures, and equipment; Word processing and spreadsheet applications, recordkeeping, and filing practices

- Insure appropriate processing of required notices and paperwork needed for enforcement activities
- Read and evaluate basic maps, building plans and property descriptions

- Work independently in discovering violations; gathering evidence and applying enforcement procedures
- Receive reports of code violations in person and by phone
- Complete appropriate report forms and related documentation
- Properly evaluate complaints or observed violations and apply appropriate codes or regulations to bring violations into compliance
- Receive complaints and work with property owners, neighborhood organizations, and other concerned parties to resolve nuisance issues and avert legal action where possible
- Maintain complex files and communicate effectively, both orally and in writing
- Establish and maintain cooperative working relationships with those contracted during the course of work.
- Prepare clear, concise, and complete written reports
- Learn the operation of standard equipment required for job performance including the use of a computer, police radio, graffiti paint sprayer, and other equipment as assigned
Experience:
Two years of experience in an administrative, technical, or related position which involves heavy public contact.
Education:
Equivalent to graduation from high school
LICENSE OR CERTIFICATE
- Possession of a valid California driver's license at the time of appointment, to be maintained as a condition of continued employment.
- Possession of a valid Penal Code 832 Certificate (Arrest and Seizure) within twelve (12) months from date of appointment.
PHYSICAL REQUIREMENTSMaintain the following physical abilities: see well enough to read instructions, read fine print, view computer screen, operate vehicles and equipment; hear well enough to converse on the telephone, on the radio and in person assisting individuals; bodily mobility to lift and maneuver supplies and equipment; use of hands and fingers for use of computer keyboard, copy machine, filing, writing, drive equipment and answering telephones; tolerate extreme fluctuations in temperature while performing essential functions and be able to lift equipment as necessary.

4. Candidates who possess the minimum qualifications and have submitted complete application packets will be invited to compete in the testing process.
5. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their experience and education will be invited to compete in the testing process.
6. Candidates invited to compete in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam.
7. Top candidates on the eligibility list will be referred to the Turlock Police Department for a Command Staff interview to determine which applicant(s) are referred for a background investigation.
8. Final appointment will be contingent upon passing the following: background investigation, Chief of Police interview, and medical examination which includes a drug/alcohol screening, hearing exam and vision exam.
VETERAN'S PREFERENCE SYSTEM
The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veteran's who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. A copy of your DD214 must be attached for this request to be considered.

BENEFITS
Holidays: Eleven (11) paid holidays and three (3) floating holidays.

Sick Leave: Accrual of one day (eight (8) hours) for each month worked.
Retirement: Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan, may be a "classic member" and may be enrolled in the City's 2.7% @ 55 plan. Employee pays employee contribution rate of 9% on a pre-tax basis. CalPERS "final compensation" may be based on the highest twelve (12) continuous months of qualifying employment. Non-classic or "new members" will be enrolled in the 2% @ 62 plan and CalPERS "final compensation" will be based on the highest thirty-six (36) continuous months of qualifying employment.
Deferred Compensation: The City will match employee's contribution up to one half of one percent (0.5%) of the employee's base salary for each pay period in which employee contributes to the program.
Retiree Health Savings (RHS) Vantage Care: Two (2) percent of the employee's base payroll will be deposited in each individual's RHS Vantage Care
account.

Continuous Service Pay:
Beginning with the tenth (10th) year and every year thereafter, 1.5% of base salary.
Beginning with the fifteenth (15th) year and every year thereafter, 1.5% of base salary.
Beginning with the twentieth (20th) year and every year thereafter, 1.5% of base salary.
