PAY AND BENEFITS
Annual Pay Range: $107,836.53 - $136,406.36
Hourly Pay Range: $51.844485 - $65.579980
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas Water Environment Services (WES) is currently seeking an experienced Instrumentation and Controls Engineer to support their highly skilled staff in Plant Operations and Capital Planning. The Instrumentation and Controls Engineer will lead the work of WES Instrumentation Technicians while performing professional engineering work in the planning, design, construction, implementation, and maintenance of capital and operational improvement projects. As a key technical resource, this position will lead and support all aspects of plant process instrumentation and automation control as it relates to wastewater treatment and pumping, including facilities planning, design, startup, and construction management.

Required Minimum Qualifications/ Transferrable Skills:*
• Possession of a Certificate of Registration as a Professional Engineer (P. E.) in the State of Oregon. (Registration in another state where registration was acquired by examination will temporarily fulfill this requirement provided Oregon registration is obtained within one year of employment.)
• Experience installing, maintaining, and repairing programming logic, hardware and software systems that control and monitor wastewater treatment plant equipment and operations
• Experience related to design and construction of wastewater conveyance system, pumping and/or treatment related capital improvement projects or other similar work
• Experience with project management, including reviewing and developing project proposals, bids, and RFPs/RFQs
• Experience providing excellent customer service to the public as well as to other external and internal stakeholders within various levels of organization
Preferred Special Qualifications/ Transferrable Skills:*
• A minimum of one (1) year as a registered Professional Engineer with relevant experience in Control Systems Engineering, including developing process controls, automation systems and network infrastructure design for construction of wastewater conveyance systems, pumping, and/or treatment related capital improvement projects or other similar work
• Experience managing, designing, and implementing high quality programming work including development, installation, operation, and maintenance of automation and control solutions for pump station and treatment facilities
• Experience managing or overseeing planning, design, construction, and optimization of automation and control systems for conveyance, pump station, and treatment projects
• Experience serving as a technical resource to support instrumentation, controls, and automation staff
• Experience working in public sector agencies

TYPICAL TASKS
Duties may include but are not limited to the following:
• Designs and prepares plans and specifications for public works projects including wastewater plant process controls and automation, sanitary or storm sewer collection systems, water distribution systems; prepares scope of work, project cost estimates and proposal reports.
• Reviews and comments on capital projects, site specific development proposals with respect to public infrastructure needs; consults with design professionals, realtors, and property owners on design standards, drainage control and erosion mitigation. Works with plant management, engineers, maintenance and contractors to provide expert guidance, leadership and assistance to facility control systems (upgraded projects, troubleshooting, etc.).
• Administers the design, dedication, and acceptance of infrastructure improvements; reviews and approves plats and engineering plans for street and storm sewer improvements; assigns inspection fees; coordinates performance bonding process and inspection of staff activities. Reviews facility instrument and control projects to ensure that manufacturing, construction, installation, and operational testing conform to all specifications, codes, and standards.
• Oversees and conducts engineering studies; collects and analyzes field data; develops conclusions based on statistical and field evidence; designs wastewater plant infrastructure, and related structures. Provide process control design and support during all lifecycle phases of process improvement and capital projects.
• Serves as project engineer on major engineering projects; leads the work of technicians and other staff assigned to projects.
• Prepares reports and project cost estimates for federal, county, and city agencies including those for environmental impact studies and environmental assessments; coordinates reimbursement billings, County matching payments and other financial matters related to grant funded surface and wastewater projects.
• Develop and maintain PLC and SCADA process control programming standards and guidelines.
• Manage system integrator control contractors for upgrading the process control software for capital projects and in-house projects.
• Work with plant management, engineers, maintenance staff, and contractors for all related instrumentation and controls design and construction on improvement projects. Serve as an instrument and controls engineering liaison/conduit between consultants and the plant operations and maintenance staff during project development, design, and construction.
WORKING CONDITIONS
Occasional duties in the field require walking, twisting, balancing, and involve exposure to inclement weather, noise, and slippery and/or uneven terrain.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday:
• Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
• This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

Clackamas Water Environment Services produces clean water and protects water quality for more than 190,000 people living and working in Clackamas County. We operate and maintain five resource recovery facilities, 23 pumping stations and hundreds of miles of pipes.
Each year, we clean more than seven billion gallons of water which we recover and turn into natural energy and fertilizer. We also help reduce pollution in local rivers, streams, and wetlands caused by surface and stormwater runoff, the number one source of water pollution in Oregon.
