Assistant Director of Public Works
The Assistant Director of Public Works oversees a functional area of public works, including supervising subordinate staff and serves as the Director of Public Works in the absence of the Director. Work may involve the coordinating of several functional areas within public works as well as with other City departments. Position may require presentations to City Council as needed.
TYPICAL CLASS ESSENTIAL DUTIES:
- May supervise staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
- Assists in directing the activities of an assigned department with multiple divisions to include overseeing the development and administration of policies, procedures, programs, goals and objectives.
- Plans, programs, and schedules the allocation of professional and technical personnel on assigned projects and programs to optimize the utilization of staff resources and to maintain maximum effectiveness and efficiency; reviews departmental operations to determine the efficiency and effectiveness of services and/or programs.
- Coordinates activities with other agencies, internal departments, and/or other applicable parties, to facilitate department operations; represents the department and/or the City to the public, to other agencies, and to regional committees, including conducting public meetings, making presentations, and responding to complaints and requests for information; attends, chairs, and conducts a variety of meetings; serves on committees as requested; represents the Department and makes oral presentations at meetings, inter-agency meetings, conferences and other events.
- Provides direction and guidance to external consultants and/or vendors on behalf of the City; initiates and monitors the progress of special studies to be undertaken by internal staff.
- Ensures training of new employees and mentoring of existing supervisors/superintendents/administrators to include provision of appropriate continuing education opportunities for career enrichment for the purpose of improved efficiencies and succession planning.
- Oversees training meetings throughout the City. Works with HR Director to coordinate and disseminate loss prevention/control information to Safety Committee Members, department directors and front line supervisors. Works with the Safety committee to develop guidelines and procedures to review injuries, accidents, and property or liability incidents to determine whether accidents, injuries or incidents are preventable or non-preventable and to recommend any applicable disciplinary actions to the City Manager.
- Reviews operation policies and procedures; recommends changes to increase efficiency; implements approved changes.
- Prepares and develops budgets, which may include capital improvement program budgets; monitors and approves expenditures in accordance with policies and principles of sound fiscal management.
- Reviews, prepares, and presents reports on department programs and activities.
- Performs other duties of a similar nature or level.
