Description
Under general supervision, the Senior Code Enforcement Officer assists in ensuring compliance with applicable Municipal Code provisions relating to building requirements; receives complaints; and investigates and identifies Municipal Code violations and maintains an accurate record of all cases.
Class Characteristics
The Senior Code Enforcement Officer is a single classification position which works as the journey level member of the Division.
Supervision Received
Works under the supervision of the Code Enforcement Supervisor, Building Official and Department Director.

Responsibilities
Assists the Code Enforcement Supervisor in the supervision of Code Enforcement Officers; however, provides technical direction, oversight, assignment and training to Code Enforcement Officers.

Essential duties and responsibilities may include, but are not limited to, the following:
Investigates or assists in the investigation of complaints involving violations and illegal uses of private property or public right-of-way such as unpermitted construction, substandard structures and unsafe living conditions, inoperable vehicle storage and abatement, unauthorized sign placement, littering, homeless encampments, and zoning.
Interprets zoning laws and other City ordinances and applies them to compliance issues.
Provides direction to Code Enforcement Officers to areas of need.
Provides written reports and information to Code Enforcement Supervisor related to the performance of various action plans and code enforcement activities.
Addresses and resolves complaints regarding compliance with the enforcement of zoning laws and other City ordinances; organizes, develops, and maintains a system of record maintenance of investigations conducted and actions taken; conducts field investigations; issues correction notices, citations and orders to comply.
Prepares and compiles documentation for prosecution of cases involving Municipal Code violations and gives testimony in court; meets with property owners to develop a plan to correct violations; refers complaints and observed violations to the proper department or agency for enforcement.
Assists in the enforcement of municipal codes with respect to abandoned, stored, or illegally parked vehicles on private property; researches proposed ordinances as directed; prepares statistical and photographic reports to resolve zoning enforcement issues.
Be available for irregular hours, including weekends, holidays, and evening shifts, as necessary to ensure timely response to community needs. Thus, this position may require a flexible schedule for evenings, weekends, and rotational shifts, depending on the City's enforcement needs. Please note that these shifts are a regular part of the job and may be necessary to meet the community's demands.

Education and Experience
Graduation from high school or equivalent and four (4) years of public contact work experience relating to the interpretation and enforcement of municipal rules and regulations, complaints procedures, zoning enforcement, code enforcement or related field is required. Previous experience in a government agency and one year of college coursework in public administration, urban planning, construction technology, or law enforcement-related field is highly desirable.
License/Certification/Special Requirements
Possession of a valid California Class C driver's license and satisfactory driving record is required at time of appointment and throughout employment in this position. Possession of P.C. 832, Arrest, Search and Seizure certificate is required; and possession of a Basic California Association of Code Enforcement Officers (C.A.C.E.O.) certification is required; and possession of an Intermediate C.A.C.E.O. or equivalent is highly desirable at the time of hire; however, it is required that the incumbent possess the Intermediate C.A.C.E.O. Certificate or equivalent within twelve (12) months of appointment.
California Department of Motor Vehicle (DMV) Pull Notice System
An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of South Gate. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
Physical Demands and Work Environment
The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit, talk and hear. The employee is occasionally required to stand, walk, stoop, crouch and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, ability to adjust focus and perform office machine operations. Incumbents are not substantially exposed to adverse environmental conditions.
While performing the duties of this job, the employee frequently works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, toxic or caustic chemicals. The noise level in the work environment is usually quiet while in the office, and moderately loud when in the field.

- Written Examination: If a written exam is given, a minimum of 70% must be obtained on the written exam in order to be eligible to continue to the next phase of the selection process which will consist of an oral appraisal interview.
- Oral Appraisal Interview: A minimum of 70% must be obtained to pass the oral appraisal interview.
- Employment Eligibility List: The Employment Eligibility List will be established after completion of the examination process. Current and future vacancies will be filled from this list. Lists typically last for 12 months, but may be extended or abolished in accordance with the City's Civil Service rules and regulations.
