ABOUT THE SECTIONSThe Transportation & Traffic Sectionfocuses on multi-modal planning and implementation specifically related to the goals and projects included in the adopted City’s Trail, Pedestrian and Bicycle Master Plan and Citywide Safety Plan Study; Staff will:- Coordinate with other agencies related to projects, programs and grant administration.
- Oversee the City’s annual pavement maintenance program and other traffic and transportation-related Capital Projects including traffic signals, traffic calming, pedestrian and bicycle improvement projects.

IDEAL CANDIDATE
The ideal candidate will bring a strong background in Transportation and Traffic Engineering with proven experience in customer service, traffic design, construction, transportation planning, traffic operations, and project management. Experience working collaboratively with local governments and transportation agencies is highly desirable.
We are seeking a professional, team-oriented individual who excels at cross-department coordination and is comfortable presenting to the City Council, Commissions, and Committees. The ideal candidate will also demonstrate the ability to mentor and develop staff while contributing to a positive, collaborative workplace culture.
Duties may include but are not limited to the following:
- Supervise, train, and support engineering staff and unit operations.
- Perform professional engineering analysis, design tasks, and project evaluations.
- Coordinate projects with contractors, consultants, City departments, agencies, and the public.
- Prepare clear reports and deliver presentations to technical and non-technical audiences.
- Administer consultant contracts and perform related duties as assigned.
When assigned to Transportation and Traffic:
- Support transportation planning; assist in preparing designs, plans, specifications, and estimates for installing, removing, replacing, or modifying traffic signals, signs, street lighting, and other control devices to ensure safe, efficient multimodal travel.
- Review land development applications and traffic impact reports for accuracy of projections, circulation impacts, and compliance with City, State, and Federal traffic design standards and accepted engineering principles.
- Review and approve construction and event traffic control plans.
- Prepare and manage Federal, State, and Regional grant applications; ensure compliance with funding requirements and maintain records for audits and reporting.
- Issue work orders for new or modified traffic control devices; respond to public requests for traffic control changes.
- Assist with and perform complex transportation engineering projects; recommend and implement traffic signal timing and coordination improvements using specialized software; conduct field review and fine-tune signal timing.
- Monitor industry developments, guidelines, and best practices; recommend and implement related policies, procedures, and physical improvements.
EXPERIENCE AND EDUCATION
Experience: Three (3) years of increasingly responsible and varied professional civil engineering experience including supervisory experience.
Education: A Bachelor of Science degree from an accredited college or university in civil engineering.
License or Certificate:
- Possess and maintain throughout employment an appropriate, valid California Driver's License.
- Registration as a Professional Civil Engineer in the State of California.

SELECTION PROCESS
The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Supplemental Questionnaire. Only the candidates whose backgrounds best match the position will be invited to proceed in the selection process. Additional phases of the selection process will consist of one or more interviews.

SUPERVISION RECEIVED AND EXERCISED
- Receives direction from management level positions in the engineering department.
- Exercises general supervision over professional and/or technical engineering staff, and/or construction inspection staff.
SPECIAL REQUIREMENTS
Essential duties require the following physical abilities and work environment:
- Work is performed primarily in an office environment and at construction sites: extensive use of the telephone, radios, and computers with repetitive keyboarding; ability to walk on uneven ground; and drive to various locations daily.
- Ability to work safely in a hard-hat construction zone is essential.
