Description
The City of Richmond
Department of Public Utilities is seeking a qualified Management Analyst, Principal to serve as an Emergency Management Planner.
Emergency Management Planner is responsible for developing, implementing, and maintaining the Department of Public Utilities’ (DPU) Emergency Management, Continuity of Operations (COOP), and Resilience Programs. This position ensures operational readiness, risk mitigation, and compliance with all federal, state, and local emergency management regulations. The role provides strategic and technical leadership in emergency planning, response coordination, and recovery operations for water, wastewater, gas, and customer service divisions.
Duties include but are not limited to
Planning & Preparedness
- Develop, maintain, and update DPU’s Emergency Response Plan (ERP), Continuity of Operations Plan (COOP), and related hazard mitigation plans.
- Coordinate the integration of DPU emergency plans with the City of Richmond Office of Emergency Management (OEM), FEMA, and Virginia Department of Emergency Management (VDEM).
- Lead vulnerability and risk assessments to identify critical operations and interdependencies across DPU divisions.
- Design and facilitate tabletop exercises, functional drills, and full-scale simulations to validate readiness.
- Manage emergency communication protocols, notification systems, and coordination with external stakeholders.
Incident Response & Recovery
- Serve as DPU’s primary liaison during emergency activations and Incident Command System (ICS) operations.
- Support field and command staff during declared emergencies to ensure resource allocation and documentation.
- Develop post-incident reports, after-action reviews, and improvement plans.
- Maintain emergency resource inventories and vendor readiness lists.
Training & Collaboration
- Deliver department-wide training on emergency management, COOP, and ICS protocols.
- Partner with Safety, Risk Management, and People Operations teams to align emergency procedures with workplace safety and business continuity standards.
- Coordinate with HR and Payroll during emergencies to ensure continuity of employee support services.
- Maintain strong relationships with internal and external emergency partners (OEM, Fire, Police, Public Works, IT, and regional utilities).
Compliance & Risk Management
- Ensure DPU’s emergency management program aligns with FEMA’s National Incident Management System (NIMS), NFPA 1600, and City Administrative Regulations.
- Track and report compliance with local and federal emergency preparedness mandates.
- Support COSO risk assessments and integrate emergency preparedness into DPU’s enterprise risk control framework.
- Develop and maintain grant proposals and documentation for federal or state emergency management funding.
Qualifications, Special Certifications And Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in public administration, or field related to assignment
- Five years of journey-level professional experience in emergency management, continuity planning, or public safety, preferably in a utility or public sector environment
- A Master's degree in business or public administration is preferred
Preferred Qualifcations
- Experience in coordinating multi-agency responses and applying ICS/NIMS principles in operational settings.
- FEMA ICS 100, 200, 300, 400, 700, and 800 certifications.
- Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) credential preferred.
- First Aid/CPR, HazMat, or Safety Officer certification a plus.
Knowledge, Skills, And Abilities
- Strong knowledge of emergency management principles, risk assessment, and disaster recovery planning.
- Skilled in coordinating across departments and agencies under high-pressure conditions.
- Excellent written and verbal communication skills, including technical and report writing.
- Proficient in Microsoft Office Suite, GIS mapping, and emergency management software platforms.
- Ability to lead training and facilitate large-scale emergency exercises.
- Demonstrated ability to balance strategic planning with tactical execution in dynamic environments.
Work Environment
- Primarily office-based with frequent travel to DPU field sites, treatment plants, and command centers.
- Must be available for on-call response during emergencies, weather events, and critical incidents.

The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
