Capital Improvement Projects (CIP)
Engineering Inspectors play a key role in supporting the City’s Capital Improvement Projects (CIP). Applicants are strongly encouraged to review current and upcoming projects to understand the scope and types of work associated with this role.

A solid understanding of these projects will help candidates appreciate the complexity of Powell’s infrastructure programs and the inspection responsibilities tied to City development.
Key Responsibilities
Conduct inspections of public infrastructure construction projects, including subdivisions, site development, roadway resurfacing, storm sewers, sidewalks, and driveway approaches.
Ensure compliance with approved plans, permits, specifications, standards, codes, and ordinances.
Perform basic material tests and document findings.
Prepare and maintain detailed inspection records, daily logs, and documentation of work performed, materials used, and any deficiencies or corrective actions.
Participate in final inspections of public and private development projects.
Review pay applications, job quantities, and change orders to ensure accuracy and compliance with requirements.
Serve as a customer service liaison between contractors and property owners by providing project updates, answering questions, and addressing concerns.
Prepare public notifications and respond to inquiries regarding construction activities.
Provide assistance related to construction standards, engineering specifications, zoning requirements, and right-of-way processes.
Minimum Qualifications
High school diploma or GED required; associate’s degree in civil engineering technology preferred.
At least two (2) years of progressively responsible experience in public works construction or inspection (roadway, underground utilities, residential or commercial site work), or an equivalent combination of education and experience.
Strong knowledge of construction methods and materials, engineering standards, and municipal codes.
Ability to read and interpret construction plans, blueprints, maps, and related documents.
Relevant construction, engineering, or inspection certifications are preferred, particularly those aligned with City capital projects
