JOB SUMMARY:
Under general supervision of the Director of Engineering and Capital Projects or designee, perform a multitude of quality control and reporting tasks associated with various projects and programs. This position includes the performance of complex and difficult tasks and responsibilities using PowerBI, such as analyzing and reporting department activities relating to projects and programs, develop asset statistics, forecasts, and lifecycle analysis. Compile and summarize data/research to propose recommendations to management regarding assigned projects. Develop correspondence, operational reports, charts, and maps. Manage various databases and report generation as needed. Assist in the development of goals, objectives, policies, programs, and priorities for the organizational function to which assigned. Assist with department’s accounts receivable billing process, capital assets, monthly tracking of revenues and expenditures of various major funds. Perform other related work as required.
ESSENTIAL JOB FUNCTIONS:
· Confer and coordinate with senior management on various operational and administrative projects and programs. Provide recommendations and support in development of short- and long-term operating plans. Effectively organize and prioritize multiple assignments and projects.
· Compile information and prepare manuals, documents, resolutions, or publications relating to administrative, fiscal, or operational issues.
· Maintain PowerBI and prepare various reports and visualization for projects and programs.
· Assist in the development of the annual department budget and provide recommendations as necessary. Prepare/coordinate various budget reports. Assist in tracking revenue and expenditures for the department’s various funds.
· Compile and analyze research, surveys and other data related to special projects/programs and provide necessary recommendations. Document research findings and prepare related reports, graphs, charts and other illustrative materials to support recommendations and/or communicate relevant findings.
· Gather, track and effectively address resident concerns/issues within asset management software. Duties require the ability to perform analysis and resolution of difficult problems, issues, and situations. Communicate courteously and effectively with other officials, the public, employees, and the media, in
person, in writing, and/or by telephone.
· Make both formal and informal presentations to staff members, officials, and the general public.
· Assist in the development and oversight of department policy and procedure manuals, and safety training manuals, Coordinate and track safety training and personnel certifications.
· May lead and coordinate in department accreditations.
· May provide formal and information training to staff on the use of software applications and hardware.
· Generally, operates within an office environment and may need to perform related work at various City locations to make presentations or provide general communications.
· Maintains regular attendance and punctuality.
OTHER JOB FUNCTIONS:
Uses personal computer, printers, copiers for prolonged periods of time.
REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES:
Bachelor’s degree in Public Administration, Engineering, Computer Science, Business Analytics, Process Improvement or related preferred. Master’s degree in similar is preferred. Must be proficient in Power BI and SQL computer language. Possess Power BI certification or be able to acquire it within 6 months of the date of hire. Texas driver’s license required.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
One or more years of experience in general or functional municipal government operations is preferred. Skill required in effectively communicating and coordinating with people of diverse cultural and educational backgrounds, appointed and elected officials and the public. Knowledge of principles and practices of public administration and municipal government management; research and reporting methods, techniques, and procedures. Strong knowledge or work background preferred in areas of: organizational structures and operations, legal and political environments of local government; general municipal field operations; and budgeting, accounting, and financial analysis. Must have ability to make sound decisions. Must have excellent communication and writing skills. Experience and skill in the use of computer and Microsoft Office products including Word Excel, PowerPoint, Publisher, Power BI, Adobe Pro, Arc GIS software programs and Cityworks is highly desirable.

Lift, carry, drag, hold, pull, and/or push documents, general office materials or file boxes weighing up to 20 – 25 pounds.
