About Us:The Office of Government Relations coordinates the legislative and external activities and programs of the City of Glendale. We carry out the state and federal legislative agenda adopted by the City Council, as well as research and review state and federal legislation impacting the City. We protect the City’s interests in various stakeholder processes and work diligently to resolve City issues with external partners. We develop reports and policy recommendations to the City Management and City Council. We staff the Mayor and Council on the various federal, state and regional policy committees they hold positions on including, the Maricopa Association of Governments (MAG), the Regional Public Transit Authority (RPTA), the Arizona Municipal Water Users Association (AMWUA), the Arizona League of Cities and Towns, the National League of Cities (NLC), Westmarc and others.
The Role
The Intergovernmental Coordinator serves as an integral member of the Office of Government Relations performing a variety of professional level duties to include research and analysis of proposed state and federal legislation, managing special projects, drafting interdepartmental communications, and other participating in intergovernmental activities.
Compensation
This position is:
- FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
- A Grade 412 with an annual salary between $84,571.00 - $126,857.00.

Holiday, Vacation, And Sick Leave
City of Glendale Regular status positions offer:
- 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
- Vacation leave accrues at:
- 5.33 hours per pay period (138 hours/17.25* days per year)
- Increases to 6.12 hours per pay period after 5 years
- Then caps out at 7.6 hours per pay period after 10 years of service
- Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)
- Days per year estimates are based on an 8-hour work day
Retirement
This position participates in the Arizona State Retirement System (ASRS).
- Contribution is mandatory, and deducted every pay period
- The current contribution rate is 12.00%

Essential Functions
- Primary duty is to assist the Intergovernmental Programs Director.
- Monitors the pending items list, and keeps the Deputy City Manager and Intergovernmental Programs Director informed about projects and issues of importance to the City.
- Provides the Intergovernmental Programs Director with accurate and timely information to support decision-making and policy direction.
- Compiles briefing materials for the Mayor, the City Council and City Manager on current issues that impact the City.
- Monitors the activity of regional/state agencies such as the Arizona League of Cities and Towns, Maricopa Association of Governments, Valley Metro RPTA, Arizona Municipal Water Users Association, Central Arizona Project, WESTMARC, Greater Phoenix Economic Council (GPEC), Luke Air Force Base, including Luke-West Valley Council, and other regional organizations. Provide reports on their activities and prepare briefing materials for elected officials and city staff.
- Researches and analyzes proposed federal and state legislation for the Intergovernmental Programs Director.
- Assists the Intergovernmental Programs Director in working with city staff, the League of Arizona Cities and Towns, and government relations professionals to develop an annual state legislative agenda.
- Assists the Intergovernmental Programs Director in working with city staff to develop an annual federal legislative agenda.
- Assists in the legislative process by monitoring hearings and maintaining a legislative tracking system.
- Assists the Intergovernmental Programs Director with the city’s Intergovernmental Programs webpage on the City’s website.
- Helps develop talking points, presentations, fact sheets and various communication pieces for City Management, City Council and external stakeholders.
- Coordinates, implements, and monitors special projects within assigned area of responsibility; performs complex research and analysis of new programs, services, policies, and procedures; prepares and presents reports.
- Assists in the coordination of interdepartmental and departmental activities with other City departments and divisions and with outside agencies.
- Represents the department by attending meetings and committees; presents information to staff, departments, and management.
- Assists the Deputy City Manager with special program or other projects as assigned.
- Assists in carrying out other department program and policies.
- Performs other related duties as assigned.
Minimum Qualifications
Minimum Qualifications/Special Requirements/Success Factors
Bachelor's Degree in public administration, political science or related field, and three years of experience in municipal and/or legislative research and analysis.
Previous legislative and/or municipal experience is preferred. Master's Degree in Public Administration or related field preferred.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.
