Under general supervision, performs grant fiscal analysis for assigned grants including, but not limited to, set-up, billing, reconciliation, preparing reports, reviewing documents, submissions, monitoring, finalizing and close-out of grants; ensures compliance of Federal, State and County guidelines; develops and analyzes reports; maintains records for auditing purposes; performs a variety of technical tasks relative to assigned area of responsibility; performs other office administrative duties in support of assigned area and department.

In area of assignment:
- Performs grant fiscal analysis for assigned grants including, but not limited to, project set-up, billing, reconciling, preparing reports, reviewing invoices and receipts, submitting documents, monitoring budget line items, finalizing and close-out of grants; recording and tracking grants in various systems; ensures compliance with Federal, State and County guidelines.
- Ensures intended objectives are being met and comply with grant-specific requirements.
- Initiates, researches and authorizes reimbursement to the County from Federal and State agencies.
- Oversees grant accounts receivable to ensure timely and proper application of payments.
- Monitors and analyzes grant budgets, financial reporting, billing, and other documents that ensure grant compliance; conduct audits as needed.
- Develops and analyzes reports related to assigned grants; prepares reports for granting agencies and management as needed; researches problems regarding outstanding invoices; responds to vendor inquiries.
- Monitors the status of approved grants to ensure the full, timely utilization of all grant funds and to ensure compliance with granting agency terms and conditions.
- Maintains records for assigned grants for tracking and auditing purposes.
- Recommends and assists in the implementation of goals and objectives; recommends schedules and methods for providing services.
- Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; and reviews with appropriate management staff.
- Coordinates all procurement activities related to grants; researches invoices for problems in billing.
- Analyzes and reconciles grants to the general ledger and project costing; prepares journal entries and journal vouchers.
- Coordinates required federal reporting and tracking of budgetary items for multiple active grants; ensures timely submission of reports as appropriate based on program and internal guidelines; identifies need for budget revisions; ensures the max drawdown of funds, including federally compliant expenditure of all program income.
- Participates in the preparation of the annual budget; prepares mandated monthly reports; assists in preparing legislative requests, monthly reports and reimbursements.
- Attends meetings as required.
