Position Summary
Plan, direct, manage, and oversee the activities and operations of the Animal Welfare Department including oversight and execution of operating and capital budgets, policy evaluation and development; coordinate assigned activities with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to the Director of Animal Welfare.

Essential And Supplemental Functions
ESSENTIAL FUNCTIONS: Essential functions may include, but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
- Prepare and administer the department/divisions annual budget; participate in forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
- Monitor and evaluate the efficiency and effectiveness of services delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
- Monitor and control departmental/division expenditures and methodology of collection of revenues.
- Assume management responsibility for assigned services and activities of the Animal Welfare Department including policy, personnel, budget and programs.
- Manage the development and implementation of department goals, objectives, policies and priorities for assigned program, recommend and administer policies and procedures.
- Plan, direct, coordinate and review the work plan for assigned Animal Welfare staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
- Assist in the selection, training, motivation and evaluation of assigned personnel; interact with employees to correct deficiencies and empower positive actions; implement necessary disciplinary/corrective actions.
- Analyze operating policies and procedures and develop recommendations on policy, personnel, programs, budget and procedural changes within the department; design and implement remediation as needed.
- Serve as department liaison at technical and policy meetings between other City departments, local agencies, and local, state and federal governments.
- Represent the Director at assigned meetings.
- Oversee all departmental fiscal activities including policy development and implementation, fiscal controls and processes, record keeping and reporting systems.
- Serve as the liaison for the Animal Welfare Department with other City departments, divisions or outside agencies; negotiate and resolve sensitive and controversial issues.
- Serve as staff on a variety of boards or commissions and committees, prepare and present staff reports and other necessary correspondence.
- Direct the preparation of required and special use reports.
- Conduct a variety of organizational studies, investigations and operational studies; recommend modification to Animal Welfare programs, policies and procedures as appropriate.
Supplemental Functions
- Attend and participate in professional group meetings; finance and administration; maintain existing professional license(s) through continuing education seminars and training as required.
- Perform related duties and responsibilities as required.
Minimum Education, Experience And Additional Requirements
Bachelor's degree from an accredited college or university in public administration, business administration, environmental science or related field preferred;
and
Nine (9) years of managerial experience preferred;
and
Additional Requirements
Experience in animal services preferred.
Possession of a New Mexico Driver's License or the ability to obtain by date of hire.
Possession of, or ability to obtain, a valid City Operator's Permit (COP) within 6 months from date of hire.
Preferred Knowledge
Open admission municipal shelter experience preferred.

Environmental
