The Director of Information Technology provides strategic leadership and administrative oversight for the county's technology infrastructure. The role is responsible for the planning, development and implementation of enterprise-wide IT solutions that enhance public service delivery, ensures data integrity and protects the county from evolving cybersecurity threats.
- Provide strategic, managerial and administrative direction for the utilization of technology including: computer, network, cybersecurity, voice, video and audio/visual resources.
- Oversee the maintenance and security of networks, servers, cloud environments and telecommunications systems.
- Provide technology strategy and direction, monitor trends and development of new technology and determine which technologies are needed including hardware, software and communications.
- Manage data security which includes security policy definition, disaster recovery planning and communications protection along with setting objectives and reviewing the procedures for effectiveness. Establish robust security protocols. Ensure compliance with state and federal regulations.
- Guide and manage end-user technology to serve Racine County's needs.
- Manage the annual IT operational and capital budgets. Oversee vendor contracts, hardware/software procurement and the RFP process for technology initiatives.
- Provide and lead a service desk function to manage and support technology issue resolution for county users.
- Work closely with department heads and the County Executive to identify and solve technology pain points.
- Develop and manage department and project standards, policies and procedures.
- Lead, mentor, and evaluate a team of IT professionals. Foster a culture of continuous improvement and proactive support.

Supervision Exercised: Functional and administrative responsibility for technical/professional technology staff. Provides direction on software and equipment for all County departments.

- Bachelor's degree in computer science or business administration with coursework in Information Technology Management.
- Degree must be from an accredited college or university.
- Master's degree preferred
- 3 (three) to 5 (five) years IT management experience
- Knowledge of enterprise architecture and cybersecurity frameworks (NIST) preferred
- Valid Wisconsin driver's license.
- Personal automobile, if used for work-related travel, must be covered by an automobile insurance policy.
- Prompt and regular attendance.
