THE DEPARTMENT
The Public Works Department is responsible for a wide variety of activities, including leadership of the City's infrastructure and environmental program, planning, development, and maintenance of the public buildings, parks, trails, roads, sidewalks, street trees, storm drains, and sanitary sewers. The department also works extensively with citizen committees which are appointed by the City Council.
THE POSITION
The Maintenance Worker is responsible for maintaining all City facilities, infrastructure, and assets within their assigned route area. The primary functions of the Maintenance Worker may vary depending upon assignment. Typical assignments may include the diagnoses of related maintenance issues and determining repair methods to City infrastructure in the assigned route areas with a focus on streets, right of way, building facilities, grounds, parks, landscape, trees, sewer systems, fire and life safety alert systems, and fleet services.
The Maintenance Worker will make repairs themselves or utilize contracted services to resolve issues and document the results. When working with contractors, the Maintenance Worker plans, organizes schedules and ensures the completion of work with the contractor to City standards. Additionally, the Maintenance Worker is also responsible for picking up and making deliveries of special items to City Council members, City officials, and City staff. This position will also participate in departmental goal setting, utilize computer workstations and related software to document and complete assigned work orders, setup for public meetings and special events.
The Maintenance Worker will be required to participate in a rotating 7-day on-call duty assignment within the maintenance division. On-call duty assignments are rotated every 3 weeks when fully staffed. This is an essential function of Maintenance Worker position and serves to mitigate after-hours emergencies that can affect private property and/or the general safety of the public. On-call staff is expected to respond within fifteen (15) minutes of the initial call and is expected to report to work within one (1) hour if physical presence is necessary. As needed, the on-call staff member will be required to work evenings after a regularly scheduled shift, holidays, and special event hours. Critical to this position is the ability to independently and successfully resolve City affected issues with available resources. This position must safely use and operate a variety of manual and power tools, and light to heavy power-driven equipment.
The Maintenance Worker must provide an excellent customer service interface with internal staff and external stakeholders such as residents, contractors and vendors. Maintenance Workers are expected and trained to respond courteously to inquiries from vendors, residents, the general public, and City staff. Additional tasks and duties may be assigned to the Maintenance Worker from the Public Works Director, Deputy Director, Maintenance Superintendent, and/or the Lead Worker.
This position is non-exempt and represented by the Rancho Palos Verdes Employee Association (RPVEA).
IDEAL CANDIDATE
The ideal candidate will be a team player with experience in facilities and street maintenance; has exceptional customer service skills, excellent communication skills both written and oral communication, comfortable with use of computer devices and their software, and a strong work ethic. The incumbent will be a self-starter who can juggle assignments, navigate through redirected priorities and deadlines while working in a fast-paced environment, and have a positive attitude.
Experience using City Works and Go Gov work order systems are a plus.
PHYSICAL DEMANDS AND ENVIRONMENTAL ELEMENTS
Must possess mobility, strength, and stamina to perform medium to heavy work in the field. Maintenance workers will occasionally be required to work in and around confined spaces, including ditches, storm drains, and sewers. Fieldwork requires frequent walking in operational areas to identify problems or hazards. Must be able to climb and descend ladders and stairs, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites. Maintenance workers constantly bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.
Maintenance workers in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workplace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.

- Performs construction, maintenance, and repair activities of City streets and roadways to ensure safe and efficient access for the public, including alleys, sidewalks, curbs and gutters, roadway base and sub-base, guard rails, asphalt pavement, crack seal application, concrete repair, traffic and street sign installation, repair, and reflectivity, and pavement markings.
- Participates in asphalt maintenance, including demolition and preparation of areas to be resurfaced; applying, raking, compacting, and paving appropriate materials to the surface, and cleaning up area.
- Participates in concrete maintenance, including attending to trip hazards, demolishing and removing concrete, and forming, pouring, and finishing sidewalks, handicapped ramps, curbs, and gutters.
- Provides installation, maintenance, and repair of traffic signs, including making signs, and installing sign posts and signs in accordance with Federal, State, and City codes.
- Inspects City premises for graffiti vandalism, uses appropriate chemicals and high-pressure equipment to remove graffiti.
- Performs tree trimming and removal services, including pruning branches, grinding tree stumps to ground level, and removing trees.
- Performs legend painting and striping of City streets and parking lots using appropriate materials.
- Performs inspection, construction, maintenance, and repair activities of City storm drain and sanitation systems and facilities; cleans sanitary wastewater lines in the collection system.
- Inspects assigned City infrastructure for safety issues, structural integrity, and possible future work projects and programs, and appropriately marks areas that need to be repaired.
- Operates and maintains specialized vehicles, a variety of light, medium, and heavy equipment, and hand and power tools related to the assigned work.
- Observes safe work methods and makes appropriate use of related safety equipment.
- Maintains public facilities, storage sites, and other work areas in a clean and orderly condition, including securing equipment at the close of the workday.
- Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the general public and City workers.
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
- Responds to after-hours emergencies.
- Performs other duties as assigned.
Education and Experience:
Equivalent to the completion of the twelfth (12th) grade.
One (1) year of experience in construction, maintenance, and/or repair of streets and roadways, stormwater and drainage, sanitation systems, facilities maintenance, traffic signs, and/or related facilities and systems.
Licenses And Certifications
Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
California Department of Motor Vehicle (DMV) Pull Notice System
An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Rancho Palos Verdes. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
