General Statement of Duties
The Community & Economic Development Grants Program Administrator performs analytical and administrative work related to economic and community development grants awarded to Forsyth County.
The primary duties of this position will focus on four key areas: grant reporting and compliance, project-related financial management, grant administration, and program delivery. Specifically, this position will ensure the department’s grants follow applicable Federal, State, and Local guidelines, collaborate with State and nonprofit partner agencies to ensure all budgeting, reporting, and spending policies related to assigned grants are followed, and work to resolve difficult administrative and financial issues related to assigned grants. This position will also seek out new grant opportunities that align with departmental, organizational and Board of Commissioner goals and objectives. Work requires the ability to understand, interpret and apply complex regulations, establish and implement policies and procedures, research technical challenges, and provide professional level data and financial analysis. This position works closely with State agencies, nonprofit partner agencies, and federal regulatory authorities on a routine basis and work is performed under general direction of the Deputy Director.
Distinguishing Features
Grant reporting and compliance
- Obtain Board of Commissioners’ approval to apply for grants and coordinate resulting budget appropriations
- Ensure all grant applications are accurate, filed on time, and appropriately tracked in the applicable county system (ie contract control, FC Connect)
- Ensure grant revenue is received, recorded and processed in a timely manner
- Ensure grant expenditures are processed timely and are authorized under applicable grant agreement
- Coordinate related meetings with partners agencies as needed
- Complete all grant related reporting
Budget, financial and software-related duties
- Process invoices from grant billing in FC Connect. Record related revenue as required.
- Advise department leadership on annual budget amounts for grants and ensure funds are available for grant-related expenditures
- Perform reconciliation between systems (FC Connect, Neighborly) to ensure payments are applied to the correct fiscal period and accounts (Funds, Departments, OCAs) on at least a quarterly basis.
- Review reimbursement requests for appropriate expenditures and relevant documentation (receipts, invoices, bank statements, etc..) and contact requestors when discrepancies are identified to resolve issues.
- Collaborate with Finance and Budget departments to ensure proper disbursement of funds and identify errors to be corrected
Grant Administration
- Review and approve all housing rehabilitation and down payment assistance closings or as directed by department leadership
- Provide required reporting to partner agencies and ensure all reporting required under grant agreements has been received, reviewed and filed appropriately
- Lead department and partner agency training related to grant administration
- Work with members of the public, Intake Specialist and Loan Officer to resolve difficult financial or compliance matters
Grant-related service delivery
- Administer the service delivery and programmatic elements of certain grants to include Forsyth RIDES, workforce development grants and service contracts such as the LEAP program and other similar grant programs as assigned
- Prepare applications for new grant opportunities as assigned by the department. Review incoming grant applications and service contracts from partner agencies, establish related reporting mechanisms in the department’s grant tracking program
- Investigate and identify new grant opportunities for projects related to department programs and goals or as identified by county leadership
Minimum Education And Experience
Four year degree in Business, Economics, Public Administration or related field with two years of relevant experience in grant administration, economic development, program/project management or related experience. An equivalent combination of education and experience will be considered. Must have a valid NC Drivers' License.

Considerable knowledge of grant administration and program guidelines.
Detail oriented approach to completing reports and ability to interpret and apply legal agreements, contracts and other similar materials.
Ability to communicate effectively verbally and in writing.
Considerable knowledge of the principals of program development and implementation.
Overall Physical Demands
Light - Lifting up to 20 lbs. occasionally 10 lbs freq or negligible amounts constantly, requires walking or standing to a significant degree.
