Performs professional work in planning, organizing and directing varied and comprehensive recreational activities; assists in supervising the operations and maintenance of parks and recreation resources including grounds, facilities and equipment; and performs other related duties as required.
Distinguishing Characteristics
This class differs from the Recreation Leader II in that the Recreation Leader III independently performs professional work in planning, organizing and directing varied and comprehensive recreational activities; whereas the Recreation Leader II performs professional work in planning, organizing and directing a limited variety of recreational activities.The following are examples of duties and are not necessarily descriptive of any one position in this class. - Plans, develops, organizes, schedules and directs athletic, cultural, social and recreational activities which are designed to meet the needs and interests of the community and varied age groups;
- Assists in planning, coordinating and directing the usage of park facilities;
- Reviews requests for temporary structures such as concession stands, stage props, bleachers, etc. and makes recommendations;
- Plans and directs special, periodic and annual events;
- Provides on-location oversight of special events and activities to ensure orderly performances, resolving problems between promoters and the department;
- Plans and organizes displays and exhibitions in order to promote interest in a variety of recreational programs;
- Establishes and maintains contact with community groups to discuss interest and needs and confers with these groups and staff members in developing recreational activities;
- Reviews activities, prepares evaluations and reports and makes recommendations for improvements;
- Enforces applicable departmental rules and regulations;
- Issues, loans and checks equipment;
- Prepares requisitions for materials, supplies and equipment;
- Takes inventory of equipment and supplies;
- Officiates at department sponsored or organized leagues and games;
- Recruits volunteers to assist in recreation activities and programs;
- Supervises lower level staff members and volunteer workers;
- Works with the maintenance supervisor in coordinating the work of maintenance and repair staff;
- Performs other related duties as required.
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor’s degree and two (2) years of professional level experience in planning, organizing and directing recreational activities, or eight (8) years of experience as a Recreation Technician I or Recreation Technician II within the County of Maui Department of Parks and Recreation.
License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).
Knowledge of: Principles and practices, equipment and techniques of recreation; instructional methods, plans, procedures and techniques; group behavior; playground administration and operation; in-service training methods; use of standard office machines and equipment, including personal computers.
Ability to: Organize and direct a variety of recreational activities; inspire confidence and enthusiasm of groups and individuals and encourage them in group program participation; stimulate interest and obtain the support of the community in the recreation program; maintain cooperative relationships with the staff and public; evaluate the effectiveness of program elements; give instructions orally and in writing; prepare written reports; operate a personal computer using a variety of software applications.
