
• Oversees operations of OWRF to meet all applicable regulatory requirements and in accordance with design criteria. Develops and implements techniques and methods of process control which increase plant efficiency
• Coordinates the organization, staffing and operational activities for the OWRF including assuming responsibility for critical decisions regarding operational changes, process control, maintenance priorities, scheduling and compliance with regulations of multiple federal, state and local agencies
• Oversees safety programs for OWRF sections and work groups; assists with action planning for safety programs; implements and monitors OWRF Risk Management Plan regarding hazardous materials
• Assists with the preventive maintenance program of the OWRF and emergency and unscheduled work to assure proper follow-through
• Prepares reports for the Public Utilities Division Manager, Public Services Director and the Frederick Winchester Service Authority
• Approve the specifications and recommend contractors to perform maintenance and repair services, using established Procedures. Supervise and inspect the work performed and recommend payment upon satisfactory completion of work
• Notify and assist the administration and appropriate emergency personnel of any emergency and potentially dangerous or unusual situations following established City of Winchester Emergency Management Procedures
Education and/or Experience: Any combination of education and experience equivalent to an associate’s degree in a related field is required with some experience in a supervisory capacity and extensive operational experience in a water/wastewater environment is required. A bachelor’s degree is preferred.
Certificates, Licenses, Registrations: Possession of a valid and appropriate driver’s license. Possession of (or ability to obtain within 12 months of hire) a Class I Wastewater/Water Operator’s Certificate from the Virginia Department of Occupational Regulation (DPOR). Appropriate NIMS trainings: ICS 700, ICS 100, ICS 200 (or ability to obtain within 6 months of hire).
Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or requests from customers, regulatory agencies or members of the business community. Ability to effectively present information to top management, public groups and user groups/customers.
