The Department of Public Works, Recycling and Solid Waste Division is seeking a Code Enforcement Officer to join the divisions code enforcement team. This position will be responsible for enforcing City and State code related to waste and recycling, illegal dumping, and illegal waste hauling by responding to reports of noncompliance, conducting investigations and inspections, interpreting code, and taking enforcement action as appropriate.

The ideal candidate will have the ability to interpret and apply City and State codes and regulations, communicate effectively both verbally and in writing, represent the City in a professional manner, and be comfortable working with diverse audiences. They will have the ability to manage competing priorities and tasks with varying deadlines, possess strong time management and strong organizational skills, and have past experience investigating possible code violations, determining compliance, issuing notices of violation, and resolving cases. Additionally, the ideal candidate will be able to problem solve, interface with various stakeholders, and perform work independently as well as in a group.
To perform office and field work involving the inspection, investigation, and enforcement of applicable codes and ordinances pertaining to nuisance, zoning, pest infestation, noise, smoke, junk and debris, vehicles, and related abatement.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by the Senior Code Enforcement Officer class or higher-level management personnel. Responsibilities may include the indirect supervision of lower level personnel.TYPICAL DUTIES
- Assist in the implementation of the comprehensive nuisance abatement and environmental health programs.
- Conduct field investigations to uncover violations of nuisance, zoning, pest infestation, noise, smoke, junk and debris, abandoned/inoperative vehicles, and related ordinances.
- Issue infraction/misdemeanor citations for violations of City and State Codes relating to nuisance, zoning, pest infestation, noise, smoke, junk and debris, abandoned/inoperative vehicles, oversized trucks in residential districts, and parking violations.
- Investigate possible violations; photograph evidence, contact responsible persons and compose letters; perform follow up investigations to ensure that remedial action has been taken; develop and maintain accurate case files.
- Prepare memos and reports on nuisance, zoning, environmental, vehicle, and junk and debris abatement cases.
- Prepare code violation cases for public hearings and court proceedings; appear at public hearings as necessary for case prosecution.
- Confer and coordinate with other agencies and City departments on the investigation and disposition of nuisance, zoning, pest infestation, noise, smoke, vehicle, litter, and related violations.
- Compile information on a variety of nuisance abatement matters.
- Respond to public inquiries regarding nuisance abatement matters.
- Coordinate with other public and private agencies to abate public nuisances.
- Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.Knowledge of:

- Obtain citation and arrest authority during the time covered by the probationary period, and maintain such authority throughout employment in the classification.

EXPERIENCE AND EDUCATION
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of experience involving office and field investigations of a variety of code, ordinance, and regulation violations.
Education:
Some assignments also require State certification as a Public Health Vector Control Certified Technician (Limited).

SPECIAL QUALIFICATIONS
Driver License:
Possession of a valid California Class C Driver License at the time of appointment. Loss of the Class C License is cause for discipline. Individual cases that do not meet this requirement due to physical disability will be reviewed on a case by case basis.
PROBATIONARY PERIOD:
Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

3. Eligibility: Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Code Enforcement Officer Examination.
4. Screening Committee: (Pass/Fail)– All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review.
