The Information Technology Director/Chief Information Officer serves as the principal technology advisor to the City Manager and City leadership team and is responsible for strategic planning, administration, security, and continuous improvement of the City’s technology environment. The position provides executive oversight of enterprise infrastructure, cybersecurity, digital services, enterprise applications, GIS operations, media services, and technology governance to support municipal operations and public service delivery.
The position directs citywide technology policies, standards, programs, and investments, ensuring secure, reliable, and efficient operation of information systems while aligning technology initiatives with organizational priorities, operational needs, and long-term strategic goals.
Responsibilities include oversight of technology operations, infrastructure modernization, cloud services, vendor relationships, cyber risk management, disaster recovery readiness, business continuity planning, and annual technology budgeting.

- Directs and maintains Citywide technology infrastructure including networks, servers, cloud platforms, storage systems, telecommunications, and endpoint environments.
- Oversees administration of identity and access platforms including Microsoft Entra ID, Microsoft 365, Exchange Online, and related cloud services.
- Leads Citywide cybersecurity operations including policy development, security controls, incident coordination, access governance, endpoint protection, backup integrity, and cyber risk mitigation.
- Develops and enforces technology policies, standards, and procedures related to infrastructure, security, system recovery, data governance, acceptable use, and continuity of operations.
- Establishes short-term and long-term technology strategies, modernization plans, and annual objectives aligned with City operational priorities.
- Evaluates, recommends, and implements enterprise technology solutions, including hardware, software, cloud services, and municipal systems.
- Oversees enterprise applications and departmental systems to ensure operational effectiveness, integration, reliability, and lifecycle planning.
- Coordinates citywide technology projects, system upgrades, and digital transformation initiatives across departments.
- Serves as primary technology liaison with vendors, consultants, managed service providers, and software providers.
- Oversees technology procurement, contract review, and lifecycle planning for hardware, software, licensing, and support services.
- Develops and administers annual operating and capital technology budgets, including expenditure planning, forecasting, and cost control.
- Monitors system performance, backup success, disaster recovery readiness, and operational resilience.
- Supports departments in evaluating business needs, documenting requirements, and implementing technology improvements.
- Oversees City GIS technology functions and media services operations, including digital public information platforms where assigned.
- Provides user training leadership, promotes technology adoption, and supports organizational change related to new systems and processes.
- Presents technology recommendations, reports, and updates to City leadership, committees, and governing bodies as required.
- Attendance at evening meetings and occasional off-site travel may be required.

Education and/or Experience- Certifications in the following are not required, but preferred- CompTia Network +, CompTia Security +, Microsoft Certified Systems Administrator
- Bachelor’s degree in Information Technology, Computer Science, Information Systems, Public Administration, Business Administration, or related field required.
- Master’s degree preferred.
- Five or more years of progressively responsible experience in technology leadership, infrastructure administration, cybersecurity, enterprise systems, or municipal technology management.
- Supervisory and budget management experience preferred.
- Relevant professional certifications preferred, such as:

Other Qualifications- Knowledge of Desktop hardware and software systems sufficient to install, maintain and repair systems proficiently.
- Working understanding of Active Directory, Group Policy Management, and application whitelisting.
- Working understanding of Two Factor Authentication
- Ability to gather, analyze, interpret, and present data in clear and concise reports and make recommendations.
- Working understanding of EDR, MDR, and XDR responses.
- Working understanding of MS Office software and their applications.
- Ability to establish good working relationships with all levels of staff and citizenry and provide facilitation skills when necessary.
- Working understanding of Disaster Recovery and On-Premise and Cloud techniques.
- Ability to organize and prioritize a large number of projects at one time.
- Ability to work independently and in a team environment.
- Working understanding of Windows Server technologies including Server 2012, 2016, 2019, 2022
- Working understanding of VOIP telephone technologies including installation, maintenance, and troubleshooting/repair
- Working understanding of corporate firewalls and network switching, including VLANs, Managed Access Points, and traffic control.

- Directly oversees contracted consultants, technology vendors, and managed service providers.
- Works under the general supervision of the Finance and Administrative Services Director or other designated executive leadership.
