Performs difficult professional and administrative work supervising, planning, and directing the listing, appraisal and mapping of property and the collection of property taxes, ensuring compliance with statutory requirements, maintaining records and files, preparing reports, and performing related work as apparent or assigned. Work involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised over all personnel within the department.

- Supervises, plans, and directs the activities for the County's comprehensive tax program including the management of the listing, mapping, appraisal, and collections divisions;
- Prepares and submits accurate value projections and annual tax base projections to be used in the county budgeting process; submits specialized reports to the Assistant County Manager;
- Plans, organizes, and oversees the County's comprehensive in-house property revaluation program;
- Develops policies, procedures, and methods for program operations;
- Prepares, coordinates, and administers annual departmental budget, and monitors expenditures;
- Supervises departmental personnel; hires, rewards, transfers, promotes, disciplines, coaches, counsels, and evaluates the performance of staff; assigns, directs, trains, and inspects the work of others; effectively recommends the suspension or termination of personnel; develops staff schedules;
- Approves invoices for payment for departmental purchases, outside vendors, and contractors;
- Approve refunds as designated and appropriate;
- Represents the Tax Administration Department for issues before the Board of County Commissioners;
- Prepares all required reports for the North Carolina Department of Revenue;
- Performs other duties as assigned.
Bachelor's degree with coursework in business administration, finance, or related field and considerable experience in property tax administration, or equivalent combination of education and experience.
- Comprehensive knowledge of current property tax listing, appraisal, and collection principles and practices;
- Comprehensive knowledge of building construction practices and of building and land values;
- Comprehensive knowledge of the principles, practices, and relevant laws of property appraising for assessment purposes;
- Comprehensive knowledge of the law related to tax collections and property taxes;
- Comprehensive knowledge of governmental accounting procedures and fiscal management;
- Thorough knowledge of standard office procedures, practices, and equipment;
- Skill in making difficult property appraisals;
- Skill in the use of computers and software systems such as Microsoft Office;
- Ability to develop and implement an effective system for the collection, receipting, and reporting large sums of money;
- Ability to communicate ideas effectively both orally and in writing;
- Ability to plan and supervise the work of subordinate employees;
- Ability to establish and maintain effective working relationships with county officials, board members, associates, and the general public.
Physical RequirementsThis work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, use of hands and fingers, handling, feeling, reaching with hand and arms and repetitive motions, frequently requires walking and occasionally requires standing, stooping, kneeling, crouching, crawling, pushing, pulling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special RequirementsPossession of or ability to obtain Real and Personal Property Appraiser certifications.
Completion of training and certification as an Assessor by the North Carolina Department of Revenue.
Most possess a valid North Carolina driver's license.
