Join our Human Services Court Appointed Special Advocate (CASA) Division!
Are you a skilled marketing professional who wants your work to matter? The Snohomish County Court Appointed Special Advocate (CASA) Division is seeking a Marketing Specialist who will use their creativity and expertise to amplify the voices of children involved in the foster care system — by recruiting and retaining the community volunteers who advocate for them in court.
In this role, you will develop and execute outreach and recruitment campaigns, build community partnerships, create compelling content across multiple platforms, and represent CASA at events throughout Snohomish County. Every flyer you design, every post you publish, and every event you coordinate contributes directly to ensuring children in our community have a caring adult in their corner.

This is a grant-funded project position currently funded through December 31, 2026, with the potential for continued funding beyond that date as long as funding remains available. This is a continuous posting until the position is filled, and we will be creating a registry for future openings.
This position is located on-site at two CASA locations — 3306 Wetmore Avenue and 2801 10th Street in Everett, WA — and is not eligible for remote or hybrid work. The position operates on a standard Monday–Friday, 8:00 a.m.–5:00 p.m. schedule; however, regular evening and weekend work is required to support community events and outreach activities. Evening and weekend hours are scheduled within the standard 40-hour workweek through flex scheduling and are not compensated as overtime.
Responsibilities
- Represent Snohomish County CASA at community outreach events
- Create content for social media, digital advertising, and community outreach
- Support special projects and events to benefit the children and families we serve
- Draft internal and external communications to enhance program visibility
- Maintain and update website content
- Capture and edit photos and videos at division events for use in marketing materials
- Design marketing assets including digital ads, flyers, and promotional materials
- Develop and implement projects for volunteer recruitment
Key Qualifications
The successful candidate for this role will possess the following:

- Flexible schedule to meet CASA Division business needs, including evenings and weekends
Preferred Qualifications
- Experience engaging with volunteers preferred
- Experience working directly with youth and families impacted by abuse, neglect, incarceration, the child welfare system, or the criminal justice system preferred
- Bilingual in Spanish and English preferred
Special Requirements
- Valid Washington State driver’s license required for employment
- Must successfully pass a criminal background investigation upon employment and every year thereafter, in addition to reference verification

BASIC FUNCTIONDevelops and implements successful marketing plans, strategies and tactics that meet short term and long term promotional, financial, and operational objectives.
STATEMENT OF ESSENTIAL JOB DUTIES
Supports the development and execution of marketing campaigns in accordance with county or department strategic plans. Identifies and values promotional opportunities to be offered to prospective partners that support the County. Coordinates activation of promotional opportunities.
Conducts market research to identify customer demographics, psychographics, marketing trends, and competitor analysis. Develops and implements marketing plans with SMART (Specific, Measurable, Attainable, Relevant, Time-bound) goals and KPIs (Key Performance Indicators) that align with business goals. Analyzes qualitative and quantitative data from multiple sources to guide marketing decisions for effective outcomes.
Coordinates and/or assists with onsite media coverage and promotions. Assists with writing and submitting press releases and special interest stories for media coverage.
Serve as the main point of contact for the program area and public relations, providing logistical and communication support for media events and familiarization tours when needed.
Act as the liaison between community groups to foster outreach and relationship development. Actively work to engage tourism and hospitality partners in countywide initiatives and development projects.
Collaborates with media buyers to identify effective media platforms, allocate media spend, and determine media timing to promote events. Delivers assets according to the media plan timeline.
Works with creative services to design and create high-quality marketing assets such as banners, digital ads, print ads, fliers, and more. Ensures assets meet industry standards and reach diverse audiences ranging from businesses and leisure travelers to international economic development partners.
Works with and attends meetings with Staff, Advisory Boards, Media Buyers, Production Companies, entertainers, promoters, organizations, committees, and designated individuals that are an integral part of, or are involved with activities, events and programs as requested.
Assists with public relations, communications, and PIO duties as needed. Aids in the development of correspondence, reports, and media kits.
May be responsible for the development, implementation, and promotional marketing of the facilities, including production of sales materials, and client solicitation.
May generate content, including images, video, infographics and copy for social media accounts, website, and E-news subscriber list.
STATEMENT OF OTHER JOB DUTIES
May identify prospective partners, develop proposals, make presentations, negotiate sponsorships, complete worksheets for agreement preparation, coordinate requirements, and on-site coordination.
May assist with promotions and oversight of promotional materials.

MINIMUM QUALIFICATIONSA bachelor’s degree in marketing, business administration or related field; AND two (2) years’ experience in event management, advertising and promotions, marketing or public relations; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job related tests.
SPECIAL REQUIREMENTSA valid Washington State Driver’s License may be required for employment.

SUPERVISION
Position reports to an administrative superior as assigned. Assignments are of a general nature and the work is reviewed through reports and outcomes.
WORKING CONDITIONS
The work is performed in the office setting and outdoors as necessary. The employee may be requested to work evenings and holidays, as necessary.
