Hiring Range: $75,417.00 - $92,386.00

General Statement Of Duties
This position assists in the maintenance, supervision, and coordination of the operations and programs of the Community Development Department (the "Department") and its staff. This position assumes the duties and responsibilities of the Planning Director (the Director) when the Director is unavailable.
Supervisory Responsibilities
- Oversees assigned Department Planning personnel, completing annual performance evaluations, coordinating the schedules and work of assigned personnel, and organizing required training for staff.
- Provides recommendations regarding decisions involving hiring, promoting, demoting, suspending, and terminating Department personnel to be considered by the Director.
Duties And Responsibilities
To successfully perform this position, an individual
must be able to perform the following:
- Provides oversight and support to department personnel in daily operations including, but not limited to, planning, zoning, and code enforcement.
- Coordinates the day-to-day operations of the Planning function of Burke County Community Development, including the supervision of Planning staff.
- Assists in reviewing zoning permit applications to ensure information is accurate and compliant with all laws, regulations, codes, and ordinances
- Receives, reviews, interacts, and assists with the general public, Burke County staff, and outside agencies and their representatives via telephone and email to provide support, information, and assistance with appointments, zoning matters, and connects them with appropriate departments or agencies
- Receives, reviews, evaluates, processes, and works to resolve complaints regarding zoning matters and visits sites when necessary
- Assists in the development and oversight of the Department's annual operating budget, reviewing requests, invoices, and bank deposits; assists in identifying financial needs of the Department; monitors Department compliance within the annual operating budget.
- Notifies responsible parties of defects, necessary corrective action, and re-inspections to determine if corrective actions have been taken
- Reviews, processes, and records code enforcement complaints and enters data into Munis system
- From time to time will present planning and zoning information to the Board of Commissioners, Burke County Planning Board, Burke Development Inc (BDI) Board of Directors, or other groups as related to the functions and activities of the Community Development Department.
- Performs other duties as required or assigned
Required Education And Experience
- Bachelor Degree in Planning, Geography, Public Administration, Business Administration, or a related field.
- At least three years of extensive experience in planning and zoning, ordinances' application to the development and code enforcement process, and basic governmental and administrative functions providing the necessary knowledge and skill for this position.
- An equivalent combination of education and experience will be considered.

- Valid North Carolina Driver's License

- Proficient in spoken and written English
- Ability to convey detailed instructions loudly, accurately, and/or quickly
- Ability to receive detailed instructions or information through verbal communication
- Ability to use measuring devices
- Strong verbal and written communication and interpersonal skills
- Strong organization and time management skills with a proven ability to meet deadlines
- Extremely proficient in systems and technologies required to provide
- Ability to oversee and establish policy goals for assigned personnel
- Knowledge of computer usage and keyboarding, including Microsoft or related software
- Strong analytical, decision-making, and problem-solving skills
- Demonstrates supervisory and leadership skills
- Ability to prioritize tasks and to delegate them when appropriate
