POSITION SUMMARY
This position performs professional human resources work in the areas of employee relations support; recruitment and selection; new employee orientation; records management; workers compensation; and performance management.
ESSENTIAL FUNCTIONS

1. Advises hiring managers on internal and external recruitment and selection strategies.
2. Administers the recruitment process, reviewing employment applications, evaluating qualifications, and monitoring to assure adherence to personnel policies.
a. Determines criteria to be used in application selection process; assists applicants with application information.
b. Prepares job postings and places notices in selected recruitment sources. Attends career fairs as required.
c .Assists with employee hiring; determines benefit package. Provides employee orientation; explains City policies, benefit packages and employment information to employees.
d. Conducts reference checks, verifies employment request from banks and other institutions. Coordinates required pre-employment testing.
3. Processes, verifies, and maintains documentation relating to personnel activities such as staffing, recruitment, training, and performance evaluations.
4. Provides advice and technical assistance on a wide range of human resources issues, as assigned.
5. Develops, edits, and maintains countywide job descriptions.
6. Assists in the administration of the employee performance evaluation system.
7. Participates in Open Enrollment sessions annually and provides information on benefit changes during qualifying events.
8. Develops, maintains and updates departmental electronic and paper records and files, including official personnel, medical, and drug testing files. Maintains cumulative records and conducts periodic audits as necessary.
9. Researches, summarizes and analyzes information. Prepares reports, letters, memos and other correspondence.
10. Responsible for maintaining the City’s Worker’s Compensation databases. Coordinates medical appointments and reviews for injured employees. Maintains all required records.
11. Perform clerical related duties including providing information, answering phones, and scheduling.
12. Participates in projects as assigned by the Manager.
13. Other duties as assigned.
Qualifications & Requirements
•Bachelor’s Degree in Public Administration, Business Administration, HR Administration, Psychology or a closely related field.
•Minimum of one (1) year previous experience working as a human resources generalist in the areas of employee relations, recruitment & selection, benefit administration, and training.

1. Knowledge of Human Resources techniques utilized in employee relations, interviewing, recruitment, record-keeping, statistical analysis, and training.
2. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
3. Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
4. Knowledge of City policies, procedures and practices.
5. Knowledge of local government organization and its departmental operating requirements.
6. Ability to analyze and prepare organizational and functional reports from research data.
7. General knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
8. Ability to communicate effectively with other members of the staff, supervisor, and the public.
9. Ability to communicate clearly and concisely in both written and verbal form.
10. Must be proficient in workplace English and spelling.
11. Ability to develop, interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
12. Ability to maintain discretion regarding business-related files, reports and conversations, within the provision of open records law and other applicable State and Federal Statutes and Regulations.
13. Organizational and time management skills needed to meet deadlines.
14. Must have ability to work accurately with attention to detail.
