Starting Salary Depending on Experience and Qualifications
Under administrative direction, manages and directs the operations, programs, services, policies and personnel of the Town's Information Technology Department. Provides strategic leadership and guidance to departmental staff, as well as oversees recruitment, training, and performance management. Collaborates with Town departments, management, and the public to ensure the effective delivery of technology services and solutions.
- Provides leadership and direction for all Information Technology, services, projects and staff.
- Provides counsel to the Town Manager' office and/or Town Council on matters of significance.
- Directs, mentors, communicates, hires, evaluates, disciplines, and provides executive leadership to all department staff.
- Assists in the development and implementation of the Town’s Strategic Plan, including information technology initiatives, goals, and objectives.
- Provides and coordinates full range of IT services to all Town Departments including the Town Manager’s office, police, public works, parks and recreation, water utility, community and economic development, town court, town clerk, and all internal administrative departments.
- Plans and directs all IT capital projects, equipment purchases, and software acquisitions including the development of RFP and bid documents for vendors, ensuring requisite inspections are completed, reports are prepared, and payments submitted.
- Collaborates work with the Town Manager' office, Town Council, department directors and other senior managers to analyze organization and community needs and takes action in response to those needs.
- Recommends and enforces department policies and procedures.
- Coordinates with the Town Clerk to maintain and make available all public records with sustainable technology and according to the Town’s record retention schedules.
- Advises about emerging technology and digital trends and recommends investment in reliable and updated technology systems for the continuity of Town business with an emphasis in digital information management and cybersecurity.
- Develops strategic partnerships with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to take action.
- Develops, submits and maintains the budget for the Department.
- Presents to the Town Council and public regarding Information Technology services.
- Ensures response to citizens and the public regarding technological inquiries.
- Fosters teamwork between divisions, within the department, and with other Town departments.
- Serves as the Local Agency Security Officer (LASO) responsible for maintaining ACJIS compliance within IT systems.
- Serves as the Town’s HIPAA Security Officer.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

- Knowledge of management and/or supervision principles and possession of strong leadership skills.
- Knowledge of the implementation of Voice Over Internet Protocol (VOIP) telephony and associated call center management systems.
- Knowledge of Town and Department policies and procedures.
- Skill in assessing, analyzing, identifying and implementing solutions to complex problems.
- Skill in the network and telecommunication operation methods and techniques including radio based and microwave network communication systems.
- Skill in the principles and techniques of project management systems analysis, application programming, computer operations.
- A bachelor’s degree from an accredited college or university in Information Management, Computer Science, Systems Engineering, or a closely related field.
- Seven (7) years IT experience in an environment supporting at least 300 end users.
- Three (3) years’ managerial experience.
- An equivalent combination of education and experience may be considered.
PREFERRED QUALIFICATIONS:
- A Master's degree from an accredited college or university in Information Management, Computer Science, Systems Engineering, or a closely related field.
- Performs job duties in an indoor environment.
- Works more than 40 hours in a workweek as required, without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays.
- Serves at the pleasure of the Town Manager.
SPECIAL REQUIREMENTS:
- Must pass an Arizona Criminal Justice Information System background check and a screening by the Oro Valley Police Department.
