Under the general supervision of the Assistant City Manager/Chief Financial Officer, performs senior-level professional analytical and facilitation work supporting enterprise-wide organizational performance management, strategic planning, continuous improvement, and data-informed decision-making across City operations. The Performance and Innovation Manager serves as the ACM/CFO's primary resource for organizational performance analysis, strategic plan monitoring, and improvement initiative coordination, providing the analytical depth and facilitation capacity needed to advance executive-directed performance and innovation priorities.
Work involves supporting the development, monitoring, and reporting of the City's strategic plan and organizational performance framework; conducting organizational, operational, and financial analyses in support of ACM-directed priorities; facilitating continuous improvement and process improvement efforts at the direction of executive leadership; and developing and maintaining performance dashboards and data visualization tools. The incumbent exercises professional judgment within established organizational priorities and works collaboratively with department directors and managers to support City-wide improvement initiatives.
The position carries no formal supervisory authority. Work is performed under the general supervision of the ACM/CFO, with assignments guided by executive priorities and organizational direction. Work is reviewed and evaluated by the ACM/CFO through conferences, reports, and results achieved.
Strategic Planning and Performance Management
Supports the development, monitoring, and reporting of the City's strategic plan, including coordination of departmental performance data, progress tracking, and preparation of status reports and presentations for ACM/CFO review and use.
Develops and maintains organizational performance dashboards, data visualizations, and management reporting tools aligned with City Council priorities and the ACM-directed performance framework; ensures reports are accurate, timely, and accessible to intended audiences.
Assists in coordinating departmental alignment of operational objectives with City Council priorities and organizational strategic goals at the direction of the ACM/CFO.
Organizational Effectiveness and Continuous Improvement
Facilitates continuous improvement initiatives, operational reviews, and process improvement projects at the direction of executive leadership; coordinates participation from relevant departments and tracks progress against established timelines.
Conducts organizational, operational, financial, and service delivery analyses at the direction of the ACM/CFO; prepares written findings and options-based recommendations for executive review and decision-making.
Researches and evaluates innovative organizational practices, technologies, and service delivery approaches applicable to local government operations; prepares summaries and options analyses for leadership consideration.
Assists departments with implementation planning, performance monitoring, and operational assessments related to ACM-directed improvement initiatives.
Reviews operational and administrative audit findings; assists departments in developing corrective action plan documentation at the direction of the ACM/CFO and tracks implementation status.
Analytics and Data Governance
Develops workload analyses, staffing models, cost-benefit analyses, and operational forecasts to support executive decision-making by the ACM/CFO and City Manager.
Supports assessment of organizational data needs and development of data governance standards and performance reporting methodologies in coordination with the Information Technology Department and Finance.
Generates performance data reports and develops analytics and workforce metrics reporting using Power BI or comparable tools in support of ACM/CFO reporting needs.
Policy and Compliance
Stays current on emerging local government management practices and trends in public sector performance management and innovation; prepares summaries and options for ACM/CFO consideration.
Participates in City Manager's Office planning and special projects as assigned. Performs related duties as assigned in support of the City's organizational performance agenda.

Bachelor's degree from an accredited college or university in public administration, public policy, business administration, finance, data analytics, organizational leadership, or a related field.
Minimum of three to five years of progressively responsible professional experience in performance management, organizational analysis, strategic planning, operational improvement, or local government administration; or any equivalent combination of education and experience which provides the necessary knowledge, skills, and abilities to perform the essential functions of the position.
Necessary Knowledge, Skills, and Abilities:
Demonstrate the ability to conduct organizational and operational analyses, develop practical recommendations for executive audiences, facilitate cross-departmental working groups, and manage analytical projects concurrently within established organizational priorities.
Strong analytical skills, attention to detail, and the ability to communicate technical findings clearly to non-specialist audiences including department managers and executive leadership are required.
Thorough knowledge of the principles, practices, and methods of public administration, organizational management, and local government operations, including performance management frameworks, continuous improvement methodologies, and business process analysis principles.
Thorough knowledge of quantitative and qualitative analytical methods, performance measurement systems, data visualization practices, and business intelligence tools applicable to local government operations.
Considerable knowledge of municipal budgeting, financial analysis, and operational resource management in a local government context.
Considerable knowledge of local, State, and Federal laws, regulations, and reporting requirements applicable to municipal operations.
Ability to conduct organizational and operational analyses and develop practical, well-supported recommendations based on research and data; manage multiple analytical projects simultaneously within established priorities and deadlines.
Ability to develop and present data clearly and accurately for technical and non-technical audiences; facilitate meetings and coordinate cross-functional working groups effectively.
Ability to communicate effectively both orally and in writing, including preparation of comprehensive reports, presentations, dashboards, and briefing materials for executive review; maintain effective working relationships with department managers, directors, and executive leadership.
Skill in Microsoft Office, Power BI or comparable business intelligence platforms, and data analytics and visualization tools.
Considerable knowledge of the City's organizational structure, administrative regulations, and personnel policies, or the ability to acquire such knowledge within a reasonable period of employment.
Additional Desirable Qualification:
Master's degree in public administration, business administration, public policy, organizational leadership, or a related field.
More than five years of progressively responsible experience in performance management, organizational effectiveness, strategic planning, or operational improvement in a local government or public sector setting.
Experience supporting a comprehensive organizational performance program, strategic planning process, or enterprise-wide improvement initiative in a municipal or county government environment.
Professional certification in Lean, Six Sigma, or comparable continuous improvement methodology.
Certified Government Performance Professional (CGPP) designation or comparable certification in organizational performance or strategic management.
Experience with Tyler Munis, NEOGOV, UKG, or comparable local government enterprise systems in an analytical or project coordination capacity.
Experience preparing performance analyses, strategic plan reports, or operational assessments for executive audiences.
