Duties
As a Policy Analyst (Addiction Prevention), GS-0301-11, Your Typical Work Assignments May Include But Are Not Limited To The Following Under Supervision
- Provides support and assistance to the Chief Medical Officer (CMO)/Assistant Director (AD), OAP, and ONDCP leadership on issues related to drug policy and signature strategies aimed at reducing the negative consequences of illicit drug use, including by expanding access to primary prevention, treatment, recovery, and overdose rescue and response services.
- Alerts decision-makers to the priorities and emerging issues regarding barriers to access to critical services, and works with the OAP team, and agency and interagency staff in managing complex assignments in an effort to remove those barriers.
- Applies judgement and subject matter expertise in the development, modification and implementation of the National Drug Control Strategy (NDCS) in the areas of primary prevention, treatment, recovery, and overdose rescue and response.
- Coordinates OAP's work on the NDCS, the National Drug Control Budget, Legislative Response Memoranda (LRMs), and other critical documents to reflect research and scientific grounding in the pursuit of public health policies in primary prevention, treatment, recovery, and overdose rescue and response.
- Drafts, coordinates, edits, and reviews of substantive policy documents for distribution throughout ONDCP; assists with drafts, edits, and reviews documentation to be used before external constituencies by Presidential Appointment/executive-level staff.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one full year (52 weeks) of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
- You may qualify for the GS-11 level if you possess at least one year (52 weeks) of full-time specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector performing all of the following:
- Applying knowledge of public health and substance abuse disorder issues in order to assist in developing policies aimed at reducing drug use and its consequences;
- Extracting, analyzing, or synthesizing key points from large datasets and materials to prepare reviewable documents;
- Providing support on the development of drug policy related to primary prevention, access to evidence-based treatment, recovery services, or overdose response; and
- Assisting leaders or senior staff with intra-agency and/or interagency collaboration, at various levels, to achieve goals and objectives.
- OR-
- A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include public health and public policy.
- OR-
- A combination of education and experience as listed above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
