GENERAL PURPOSE
Performs a variety of routine, complex and technical work in administering and enforcing environmental requirements and regulations, building codes, and City ordinances. Interprets and communicates all applicable codes and ordinances. Protects the health and safety of the community while supporting code enforcement activities.

Works under the direct supervision of the Building Official and general supervision of the Director of Planning and Development.

ESSENTIAL DUTIES AND RESPONSIBILITIES
· Enforces building related codes, including all standard building codes adopted by the City and all local codes such as nuisance, signage, site development, zoning, and water quality, etc. Issues correction notices and citations.
· Periodically patrols or inspects an assigned area to monitor for violations of local codes, including but not limited to Solid Waste regulations.
· Responds to complaints of potential code violations relating to signage, building occupancy, nuisances, hazardous conditions, construction, land use, zoning, noise, dumping, clearing, grading, filling, polluting, or other code related matters.
· Responsible for the documentation and maintenance of records for code enforcement activity. Prepares required reports related to code enforcement activities.
· Assists in researching problems and complaints regarding City ordinance compliance.
· Meets with property owners, tenants, contractors, developers, and businesses to review and explain code requirements and violations or potential violations;
· Provides information to persons who request information or assistance in matters related to City ordinance compliance.
· Provides code compliance direction to supervisors, boards, commissions and the general public.
· Prepares a variety of studies, reports, and related information for decision-making purposes.
· Resolves complex and sensitive customer service issues, either personally, by telephone or in writing.
· Maintains records and documents of customer service issues and resolutions.
· Issues code violations, warnings, citations, and files formal complaints with the Bee Cave Municipal Court system.
· Appears in court as necessary concerning City ordinances or State statute violations.

· Regular, reliable and punctual attendance is an essential function of this job.
· Works closely with and assists the Building Official in inspections and other related tasks as necessary.
· Ensures City’s compliance with the TPDES Small MS4 General Permit (TXR040000), including oversight and implementation of the City’s Stormwater Management Program (SWMP).
· Confirms best management practices (BMPs) and controls are installed/implemented correctly at construction/development projects, per the requirements of the TPDES Construction General Permit (TXR150000) and local ordinances; confirms corrective measures are taken as appropriate; submits follow up reports.
· Enforces City’s inspection and maintenance requirements for privately-owned post-construction stormwater controls. Performs inspection/compliance audits as needed.
· Implements the City’s Illicit Discharge Detection and Elimination (IDDE) program by conducting investigations into suspected illicit discharges and/or connections.
· Implementation of Pollution Prevention and Good Housekeeping procedures for City-owned and operated facilities and post-construction stormwater controls.
· Participates in various City environmental initiatives, including the City’s membership with CAPCOG’s Clean Air Coalition (CAC) and Clean Air Coalition Advisory Committee (CACAC).
· Performs other Environmental coordination, inspection, advisory, review, or other related tasks as necessary.
PERIPHERAL DUTIES
· May attend professional development workshops and conferences. Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
· High school diploma or equivalent.
· Two (2) years of related building inspection, code enforcement, and/or environmental experience; or
· Any equivalent combination of related experience, education, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.
Necessary knowledge, Skills and Abilities:
· Skill in the operation of the listed equipment;
· Ability to read and understand complicated plans and blueprints;
· Ability to communicate effectively orally and in writing; and
· Ability to enforce multiple codes across the city.
SPECIAL REQUIREMENTS
· A valid Texas driver's license, or ability to obtain one by start of employment.
· Must possess and maintain a valid Texas Class C Driver’s License, with a satisfactory driving record, prior to hire.
· Successfully pass a criminal history background check in order to obtain Code Enforcement Officer license within 18 months of hire with the Texas Department of Licensing and Regulation (TDLR).
· Certified Stormwater Inspector (CSI) or acquire within six-months of hire, additional certifications may be required after hire.
· Certified Professional in Municipal Stormwater Management (CPMSM) by Envirocert International preferred.
TOOLS AND EQUIPMENT USED
Personal computer, including word processing and permitting software including MyPermitNow/MyGovernmentOnline (MPN) and Microsoft Word, Teams, Office; motor vehicle; phone; ladder or scaffolding; transits; tape measure; plan scale and a builder’s level.
WORKING CONDITIONS and PHYSICAL REQUIREMENTS
· Work is inside and outside during all weather conditions. May perform field work in extreme temperatures in attics; mechanical room temperature can be below zero degrees in freezer unit. Potential for exposure to hazards such as, paint, solvent spray, asbestos, carbon monoxide, Freon, dust, fiberglass, and methane gas.
· May perform field work in locations that require climbing, walking, crouching, crawling over all terrain types in potentially hazardous areas
· May be exposed herbicides, pesticides, and fertilizers; and to stinging and biting insects, poisonous plants, snakes and other wildlife.
· May perform field work in extreme temperatures in all weather conditions. Subject to wet or humid conditions; sunburn and other sun exposure reactions.
· Exposure to vibration, airborne particles, toxic or caustic chemicals, dust, fumes, loud noises and risk of electric shock.
· May encounter occasional stressful situations.
· Must be able to operate a City-owned vehicle to perform field work.
· Work may occasionally require travel, including over-night stays, involving training and conducting City business.
· Ability to sit or stand for long periods.
· Ability to access remote sites that may require climbing and traversing rough terrain in all weather conditions.
· General manual dexterity to operate computer, office machines, perform filing or other office functions; and reach items with hands or arms.
· Ability to stand, sit, walk, lift, carry, push/pull, reach, kneel, crawl, crouch, bend, twist, climb and balance. Bend or stoop, retrieve files, lift books or other materials, use step-stools and step-ladders to store and retrieve items of various sizes, shapes and forms weighing up to 50 pounds.
· Possess mental acuity for attention to accuracy and detail.
· Possess visual acuity to conduct inspections.
· Hear in the normal audio range with or without correction.
