
The Emergency Management Analyst role performs a variety of entry/journey level specialized, administrative, fiscal, or analytical generalist duties in support of the Raleigh Fire Department. The position is expected to perform research and analysis, prepare and present reports of findings and recommendations on programs, operating and organizational procedures, and cost comparisons to assist department leadership with the coordination of strategic planning and development. The incumbent may additionally participate in budget preparation, analysis, and administration; review departmental budget requests; and investigate proposals for new programs, services, equipment, and personnel.
This position will be expected to work at the Emergency Communications Center for an extended period of time during emergency situations.

- Support the development, coordination, implementation, and evaluation of emergency management programs and initiatives that mitigate against, prepare for, respond to and recover from disasters and emergencies
- Develop, review, maintain and update emergency management policies, plans and procedures, annexes, checklist and preparedness documents
- Maintain planning calendars, project schedules, corrective actions, and other program-management tools
- Coordinate with internal and external stakeholders to identify planning gaps and deficiencies, resources needs and opportunities for improvement based on local, state and federal local emergency management requirements, standards, and best practices and recommend updates
- Assist in developing, coordinating, and executing emergency management testing, training, and exercises to improve new and existing plans
- Develop exercise plans, after-action reports, corrective action plans, and improvement plans
- Conduct research to ensure that the emergency management program complies with local, state, and federal guidance and provides programmatic recommendations
- Support the daily operations of the Emergency Operations Center and emergency response operations before, during and after incidents
- Identify emergency management grant opportunities
- Assist with other duties and responsibilities assigned based on the needs of the Raleigh Fire Department
Education and Experience:
Bachelor’s Degree in Business or Public Administration, or a related field; less than 1 year experience in business analysis, or a related field
OR
Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Preferred Qualifications:Emergency/Disaster Response Education, including the completion of ICS 100, 200, 300, 400, 700, and 800
Bachelor's Degree in Emergency Management, Homeland Security, Public Administration, Public Safety, Disaster Management, Criminal Justice, Business Administration, Planning, or a related field
Three (3) years of professional emergency management experience
Two (2) years or more of experience in each of the following areas:
Homeland security, public safety, disaster preparedness, continuity planning, risk management, public administration, or a closely related field
Developing, reviewing, and maintaining emergency management plans, policies, procedures, annexes, and operational checklists
Conducting tabletop, functional, and full-scale exercises
Effectively providing presentations, meeting facilitation and training
Experience coordinating with multiple departments, governmental agencies, public safety organizations, nonprofit organizations, private-sector partners, and community stakeholders
Knowledge, Skills and Abilities:
- Emergency management principles and the phases of emergency management; familiarity with police, fire, and other public safety operations
- Emergency management planning, exercise design, continuity planning, hazard mitigation, and disaster recovery principles
- Develop clear, concise, and professional reports, plans, presentations, and other written materials
- Strong organizational, project management, problem-solving, and critical-thinking skills
- Work effectively in high-pressure and rapidly changing emergency situations
- Expected to work at the Emergency Operations Center for an extended period during emergency situations

Work Environment and Physical Effort:Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.
