PAY AND BENEFITS
Addictions Counselor Compensation Range:
Annual Pay Range: $62,895.96 - $79,493.86
Hourly Pay Range: $30.238443 - $38.218203
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Health Centers - Behavioral Health Clinics is seeking a motivated and adaptable Addictions Counselor. This position will join a team of behavioral health clinicians at our Health Center located in Milwaukie, Oregon.
The Addictions Counselor in this position will provide advanced level professional addiction counselling, treatment and program services to clients in the local community receiving substance use disorder (SUD) services primarily servicing Medicaid, Medicare, and uninsured populations. The Addictions Counselor will participate on a diagnostics team of behavioral health professionals which conduct screenings, evaluations, treatment planning, placement of clients and/or other educational/consultative services within community agencies and programs. Additional responsibilities may include addressing client crisis and coordinating care.
Successful candidates will be able to provide culturally competent services, have an anti-racist lens, will have completed some personal reflection and growth in their own equity journey, have a strong commitment to providing equitable services to the community, and demonstrating sensitivity to and respect for the diverse populations we serve. Addictions Counselors provide services to vulnerable individuals, many of whom may have limited resources. Professionals in these positions should thrive in a setting where they will work independently as well as in a team environment.

The person in this position must meet the requirements of a Qualified Mental Health Associate (QMHA) as outlined in the Oregon Administrative Rule and below.
Required Minimum Qualifications/ Transferrable Skills:*
• Qualified Mental Health Associate (QMHA) or (QMHA- R) as established by the Mental Health and Addiction Counseling Board of Oregon (MHACBO) at the time of hire
A Qualified Mental Health Associate (QMHA) means a person delivering services under the direct supervision of a Qualified Mental Health Profession (QMHP) and meeting the following minimum qualifications as authorized by the Local Mental Health Authority (LMHA) or designee:
(a) Bachelor's degree in a behavioral sciences field; or
(b) A combination of at least three (3) years relevant work, education, training or experience.
• A minimum of three (3) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
• Certification as a Certified Alcohol and Drug Counselor (CADC) I
• Experience, knowledge and commitment to serving a diverse population and promoting equity, diversity and inclusion
• Ability to handle a wide range of situations and circumstances effectively, positively and professionally
• Must possess and maintain a Basic Life Support (BLS) certificate
Preferred Special Qualifications/ Transferrable Skills:*
• Bilingual English/Spanish
• Certification as a Certified Alcohol and Drug Counselor (CADC) II or III
• Knowledge of mental health, substance abuse, legal, medical, social, and housing resources in the community
• Experience performing American Society of Addictions Medicine (ASAM) assessments

TYPICAL TASKS
Conducts interviews with clients/patients and collects critical information necessary to complete comprehensive assessments, for substance abuse disorders that include psychosocial, developmental, financial, and physical factors, substance abuse history, trauma history, diagnoses and mental status; evaluates functional impairments of consumers. Completes the client level of care tool as part of the evaluation process.
Develops and implements treatment plans; determines appropriate treatment, skills training and care service needs; matches client/patient needs with potential services and resources. Refers clients to other internal/external providers to match service needs.
Monitors client progress during treatment. Writes treatment progress notes and maintains electronic and paper case records in accordance with OAR's and agency procedures; completes program related assignments as required.
Coordinates with resources, internal and external health care providers and social service personnel to obtain services for clients/patients or to participate in problem solving. Meet with community agencies as needed to coordinate care and meet client needs.
Coordinates and consults on the client's behalf with family, providers, public and private agencies, law enforcement agencies, justice system, schools and other to maximize treatment goals; responds to emergencies and negotiates resolution of problems.
Provides individual, group, and family therapy/SUD treatment and other therapeutic interventions to clients and significant family members in accordance with the treatment plan to meet the treatment needs of the client.
Works closely with other agency providers, such as physicians, psychiatrists, therapists, and case managers to evaluate, treat, plan with clients for appropriate care.
REQUIRED KNOWLEDGE AND SKILLS
Working knowledge of: Accepted principles and theories of substance use disorder and addiction pathology, progression, and current treatment practices; principles and practices of assessing and evaluating chemical dependency in clients; principles and practices of case management; principles of individual and group treatment; principles and application of educational training; principles of principles of utilization review, quality assurance, and utilization management; resource development for clients.
Skill to: Accurately document the provision of services; function as a member of a treatment team focused on client outcomes and success; maintain client information rules in compliance with mental health standards, Oregon administrative rules, and contract requirements; monitor the collection and chain of custody of urinalysis (UA) samples; establish and maintain effective working relationships with community partners and stakeholders; maintain a therapeutic, professional relationship with clients; communicate effectively, both orally and in writing.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
