Annual Pay Range: $80,518.41 - $108,700.30
Hourly Pay Range: $38.710776 - $52.259759
JOB DETAILS AND QUALIFICATIONS
Clackamas County's Social Services Division is seeking a dynamic and compassionate leader to join our team as a Human Services Supervisor for the Rental Assistance Program.
The Human Services Supervisor's key responsibilities are to plan, organize, and supervise the activities and personnel of the Rental Assistance Team. The Human Services Supervisor will also be responsible for hiring and supervising Case Managers and staff members delivering short-term, anti-poverty rental assistance services to Clackamas County residents, and overseeing case management services for the Rental Assistance Program.
We are looking for a motivated individual with a strong commitment to advancing equity, who will foster an open and productive environment, and demonstrate respect for diverse populations. As a Program Supervisor, this individual will be responsible for maintaining efficient operations of the rental assistance work unit while following and implementing rules and guidelines from program funding sources.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of six (6) years of experience working with a human service program/project or other relevant experience that would likely provide the required knowledge and skills to perform the duties of this position; at least two (2) years must include experience in a lead, supervisory, or managerial role (civilian or military)
• At least two (2) years of experience working in supportive housing, behavioral health, social services, or a related environment
• At least one (1) year of experience as a Case Manager or similar function with people experiencing homelessness or housing instability
• At least one (1) year in a position where documenting and determining eligibility for services was a significant part of the position
• Experience with Microsoft Office Suite and virtual platforms such as Zoom or Microsoft Teams
• Experience considering the impacts and outcomes of oppression, structural racism, and individual bias for underserved communities during the decision-making process

• Must pass a criminal history check which may include national or state fingerprint records check
• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS
Duties may include but are not limited to the following:
• Work independently, prioritize workloads, solve problems, and complete tasks in a timely fashion. Provide leadership, maintain efficient operations, plan and supervise the activities of a work unit that provides rental assistance, case management, and other supports for households within multiple program funders' rules and guidelines.
• Hire, provide regular supervision, train, support, and evaluate direct service and quality assurance staff. Promote cooperative team efforts among staff, local external agencies and internal county divisions and departments. Collaboratively work with internal county departments to maximize service delivery.
• With quality assurance staff, and manager, review payment requests for eligibility, accuracy, and completeness. Monitor available funding within budgets from each funding source available for program delivery.
• Ensure that a welcoming, trauma-informed, and culturally respectful approach is maintained at all times in service delivery, with case management and within the team dynamics. Balance ethic guidelines, program fairness, and equitable access to services, in alignment with Social Services.
• Identify impacts and outcomes for underserved communities during decision-making process. Consider impacts of oppression, structural racism, and individual bias on client access and outcomes.
• Prepare performance evaluations, recommend and administer progressive discipline if appropriate, and support professional development goals of all supervised team members.
• Participate in Social Services Division Management Team activities and serve as on-site Superior in Charge on a rotating basis, or as needed by Social Services.
• Other duties as assigned from Department of Health, Housing, and Human Services leadership.
