PAY AND BENEFITS
Annual Pay Range: $79,493.86 - $100,646.63
Hourly Pay Range: $38.218203 - $48.387801
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
The Department of Public and Government Affairs (PGA) has a dynamic opportunity for a graphic design and visual content professional to join our team as a community relations specialist 2, focusing on visual content development for web, print, video, and other types of publications.
The most competitive candidates will have demonstrated experience in developing effective communication products to enhance messaging and advise customers on brand and content guidelines.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of four (4) years of experience in graphic and web design across multiple media (such as web, social media, video, and print) in a mid-size or large public, private, or non-profit organization.
• Experience with web publishing technologies such as Cascading Style Sheets (CSS), HTML, and web content management systems
• Knowledge of web standards such as accessibility, plain language, editorial style and other published standards and guidelines
• Strong written and oral communication skills
• Ability to juggle multiple responsibilities in a fast-paced environment
• Ability to work both independently and within a team structure
• Ability to work occasional off-hour or weekend hours as required
Preferred Special Qualifications/ Transferrable Skills:*
• Experience working with large, multi-portfolio departments
• Bilingual fluency in English and a second language is preferred but not required
• Experience in equity, diversity, and inclusion best practices
• Experience communicating sensitive and/or complex information to various stakeholders

TYPICAL TASKS
Duties may include but are not limited to the following:
Web
• Build, edit, and publish web pages, content blocks, and multimedia components using a content management system, ensuring content and design adhere to web standards such as accessibility, plain language, editorial style, and other published standards and guidelines.
• Provide written and oral guidance and advice to web content providers on presenting material and validating new and current material.
• Consult with appropriate web development experts to present information online in the most effective, factual, and user-friendly manner.
• Consult with appropriate experts, such as designers and developers, to identify and triage content display issues, using knowledge of web publishing technologies such as Cascading Style Sheets (CSS), HTML, and web content management systems.
• Meet with management and employees to assess project or program needs.
• Identify needs and opportunities to improve user experience and introduce new concepts, processes, and strategies that significantly improve the use of digital technologies.
• Effectively manage multiple independent projects to maintain a steady flow of productivity with strict adherence to deadlines and publishing accuracy.
Graphic Design
• Design and execute visual content for web, print, video, and other publication types.
• Communicate ideas clearly and effectively to clients and stakeholders and identify and solve design problems creatively and efficiently.
• Create exceptional, on-time products that effectively convey messaging and achieve campaign objectives while operating within established brand standards.
• Apply knowledge of all visual arts methods, techniques, materials, and the subject matter in translating concepts into high-quality, professional visual designs.
• Use a full range of graphic design or multimedia software/hardware to produce visual information products.
• Advise in decisions on design and content matters such as size, layout, kind and quality of materials, medium, color scheme, typography, lighting effects, specific visual elements, and materials to be incorporated into the final product.
• Incorporate ADA guidelines to ensure all products are available to the greatest number of users.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. Occasional off-hour or weekend work may be required. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
