PAY AND BENEFITS
Intensive Care Coordination Team Supervisor (Classified as a Mental Health Program Supervisor)
Annual Pay Range: $97,870.72 - $132,125.30
Hourly Pay Range: $47.053231 - $63.521781
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

The Behavioral Health Division provides licensure supervision to all regular status employees who have completed a Graduate degree in a behavioral science-related field (social work, counseling, clinical psychology, etc.), and is actively pursuing licensure in that field.
There may be options for loan forgiveness while working with a government/public agency with the Public Service Loan Forgiveness (PSLF) program.

Clackamas County's Behavioral Health Division is seeking a dedicated and self-confident individual to join the team as the Intensive Care Coordination (ICC) Team supervisor (classified as a Mental Health Program Supervisor).
The ICC team provides care coordination services to members of our community across the lifespan, whose mental health and/or addiction challenges have brought them into a variety of the more acute parts of the mental health and addictions treatment system. The supervisor's primary role is providing trauma-informed, comprehensive clinical and administrative supervision to the team. The ICC supervisor serves as the division's representative and subject matter expert in local, regional, and state level meetings and workgroups relating to this program. As the ICC supervisor, you'll ensure not only the quality but also the efficacy of this program while guiding our team towards impactful outcomes for our clients. Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of five (5) years of related clinical mental health and substance use disorder experience that provides the required knowledge and skills to perform the responsibilities of this position AND
• A minimum of two (2) years, of the required five (5) years, must be of lead or supervisory experience that provides the required knowledge and skills to perform the duties of the role (duties could include but are not limited to assigning work, training staff, preparing and reviewing team or individual performances, correcting performance deficiencies and recommending and overseeing work performance plans/corrective actions)
• Meets the criteria to be a Qualified Mental Health Professional (QMHP) as established by MHACBO and/or within the Oregon Administrative Rules as established by the State of Oregon Mental Health Division (licensure supersedes MHACBO registration)
A ”Qualified Mental Health Professional" (QMHP) means a Licensed Medical Provider or any other person meeting one or more of the following minimum qualifications as authorized by the Local Mental Health Authority or designee:
Graduate degree in psychology; social work; (or) behavioral science field
• Must possess a CPR/First Aid certificate within six (6) months of hire and maintain throughout duration of employment
• Experience applying principles and practices of managing complex psychiatric services and systems across the lifespan (youth, adults, and older adults)
• Advanced skill in establishing and maintaining cooperative relationships with providers, agencies and other social services professionals
Preferred Special Qualifications/ Transferrable Skills:*
• Licensure granted by the State of Oregon to practice as a Clinical Psychologist (PsyD/PHD), Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Marriage family Therapists (LMFT), as established by contractual or statutory requirements
• Two (2) or more years of supervisory experience in the related field
• Knowledge of community resources and providers within Clackamas County
• Experience overseeing budgets and contracts

TYPICAL TASKS
• Provide clinical and administrative supervision, coordination and direction to assigned staff; oversees caseloads, provide case consultation, review client records for completeness and compliance with all relevant administrative rules, statues, and contracts. Complete quarterly Chart Audits.
• Hire professional and paraprofessional staff to provide quality services to Clackamas County residents; prepare performance evaluations, recommend performance improvement and when required administer progressive discipline.
• Plan, prioritize, assign, supervise and review the work of Intensive Care Coordination (ICC) staff. Run and submit internal and external reports relevant to ICC work.
• Work collaboratively with external and embedded partners such as CCO's, peers, peers' leadership, and external care coordination programs to ensure quality and consistency of services for ICC clients.
• Oversee and support staff responsible for conducting screenings for program eligibility, monitoring of ineligible members and closure of cases.
• Monitor and support care coordinators management of ICC Plans for client progress and program capacity.
• Visit community-based partners as appropriate; attend multi-disciplinary meetings to review client progress when indicated.
• Develop and maintain positive relationships with community partners, including but not limited to, acute care, mental health agencies, law enforcement, and stage agencies.
• Identify and navigate system barriers and challenges through collaborative partnership and facilitating problems solving conferences.
• Manage budget related to assigned programs, oversee contract administration, coordinate program related functions in policy. Prepare various reports on operations and activities as needed.
REQUIRED KNOWLEDGE AND SKILLS
Working knowledge of: Principles and practices of psychology, psychopathology and behavior modification, analysis and assessment; theories of normal and abnormal behavior; methods and techniques of individual and group counseling; evidence based practices and implementation of treatment interventions and protocols; principles of clinical ethics, confidentiality and privacy; community resources and referral sources; techniques of supervision; participative management theories; State of Oregon Mental Health Division Administrative Rules, Children's Services Division regulations and client process monitoring systems; principles and practices of public administration; case management methods; office equipment, including personal computers and software programs.
Skill to: Communicate effectively, both orally and in writing; apply social and psychological theories of behavior and personality to the treatment of difficult mental and emotional disorders and handicaps; diagnose, evaluate and implement treatment plans and monitor client progress toward established goals; analyze and evaluate social, psychological, and physical factors affecting clients and their families; treat clients and their families to enhance their social, psychological and physical functioning; prepare and deliver oral presentations to public and private groups; direct, train, evaluate and discipline supervisory and professional staff providing mental health services; direct staff in continuous efforts to improve quality productivity and effectiveness; incorporate team participation in decision making; respond to changes desired by citizens and County staff; establish and maintain effective working relationships with County employees and the public; operate computer software and other office equipment; utilize computer programs and reporting formats; research, compile and analyze data and develop recommendations; interpret and apply federal, state and local legislation, rules and regulations affecting assigned program.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday.
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
