CIP Project Manager: Under the supervision of the Director of Public Works, The CIP Project Manager
will be responsible for the planning, coordination, and supervision of various capital improvement
projects (CIPs) for the City. This role involves overseeing the design, construction, and completion of
public infrastructure projects such as roads, utilities, facilities, and parks. The ideal candidate will have
extensive field experience, particularly in supervising and inspecting capital projects for municipalities.
The CIP Project Manager will also provide regular progress reports, budget updates, and project
presentations to City Council and other stakeholders. This position will also serve as Deputy Director of
Public Works.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS: (Individual duties, assignments and responsibilities
required of the position)
Project Management: Manage all phases of CIP projects, including planning, budgeting, design,
permitting, procurement, construction, and close-out. This includes scoping for RFQ’s, RFP’s,
construction administration and construction management for all Public Works, Parks & Rec, or
any other City related capital projects.
Field Supervision: Oversee field activities, including site inspections, contractor coordination,
and ensuring compliance with specifications, schedules, and safety standards.
Budget Oversight: Monitor project budgets and expenditures, ensuring projects are completed
within the approved budget.
Contractor and Vendor Management: Work closely with contractors, consultants, and vendors
to ensure project deliverables are met.
Stakeholder Communication: Provide regular updates and reports on project progress,
timelines, and any issues to the Director of Public Works and other City leadership.
City Council Presentations: Periodically prepare and present project updates to City Council,
including timelines, budget impacts, and project goals.
Compliance and Permitting: Ensure all CIP projects comply with local, state, and federal
regulations, including obtaining necessary permits and approvals.
Collaboration: Work collaboratively with other City departments, including Public Works,
Finance, and Planning, to ensure smooth project execution.
Documentation and Reporting: Maintain thorough project documentation, including plans,
permits, inspection reports, change orders, and financial records.
Infrastructure Management: Assists public works departments in replacements and rehab
projects and assists with City departmental and CIP budgets.
Plans: Oversees the creation of schematics, estimates and as-builts of proposed infrastructure,
coordinates with GIS on managing infrastructure to ensure the constructed facilities and/or
pipelines are input into the GIS software based on as-built conditions.
Plan Review: Perform plan reviews of capital projects and checking designs, details, estimates,
plans, and specifications of engineering projects. Interprets and applies engineering standards
and procedures, Federal and state rules and regulations, and City policies and procedures.
Conduct pre-construction and progress meetings. Provides project inspections and generates
inspection reports for all capital projects.
Carries out responsibilities in accordance with the organization’s policies and applicable laws.
Responsibilities include assisting with training employees; planning, GIS Technician, and City
Engineer with assigning and directing work.
Assisting in resolving conflicts.
Other duties assigned by the Director of Public Works.
Act as Deputy Director of Public Works
EDUCATION AND EXPERIENCE: (special training, certifications, college degree, etc.)
Education: Bachelor’s Degree in civil engineering, construction management, or a related field
from an accredited school.
Experience: Minimum of 5 years of progressively responsible experience managing capital
improvement projects for municipalities or similar projects in the private industry, with a strong
emphasis on field supervision and inspection.
Licenses/Certifications:
• Professional Engineer (P.E.) licensed in the State of Texas, or the ability to obtain one
within 12 months, is preferred but not required
• Must possess a valid Texas Driver’s License
KNOWLEDGE, SKILLS, AND ABILITIES: (technical, communication, interpersonal, etc.)
Knowledge (or ability to quickly learn) of pertinent local, state and national codes and
ordinances
Strong knowledge of engineering principles related to infrastructure design and construction.
Extensive field experience in supervising construction projects, including contractor
management and site inspections.
Excellent project management skills, with the ability to manage multiple projects
simultaneously.
Proficiency in project management software and Microsoft Office Suite.
Strong written and verbal communication skills, including the ability to deliver presentations to
City Council and other stakeholders.
Ability to work independently and make decisions in a fast-paced environment.
Strong understanding of municipal regulations, codes, and permitting processes.

While performing the essential functions of this job employee will frequently work near heavy
equipment, moving mechanical parts, fumes and airborne particles and extreme outdoor
temperatures.
The noise level in the work environment is usually moderate but occasionally loud.
Occasional evening or weekend work may be required for City Council meetings or to address
urgent project needs.
