Under minimal supervision, plan, direct, manage and oversee the activities and operations of the department including building inspections, plan review, permitting, facility maintenance, code enforcement, health inspection, and waste management; coordinate assigned activities with other departments and outside agencies; provide highly responsible and complex administrative support to the Executive Director of Developmental Services, Deputy City Manager and the City Manager; and perform other duties as assigned.
DISTINGUISHING CHARACTERISTICS:
This is a single-incumbent executive-level classification. The employee performs his/her duties under minimal supervision.
Duties and Responsibilities
The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.
- Manage and oversee the activities and operations of the department including building inspection, plan review, permitting, facility maintenance, code enforcement, health inspection, and waste management.
- Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
- Establish, within city policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
- Plan, direct and coordinate, through subordinate level employees, the Department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
- Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
- Supervise the work of a technical staff in the daily issuance of building permits, inspection of permitted construction and Certificates of Occupancy.
- Exercise technical judgment based on field experience relating to public safety issues, acceptable trade construction practices and permit and code conditions.
- Plan and develop training and certification programs.
- Confer with architects, contractors, builders, property owners, employees and the general public, both in the field and in the office.
- Work in conjunction with the Planning Director in the review of technical requirements of development plan submittals.
- Perform residential, commercial, and industrial plan reviews as needed and assists plans examiners with complex reviews.
- Oversee project management for the review and inspection of building construction.
- Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
- Represent the Department to other departments, elected officials and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
- Provide staff assistance to the Executive Director of Development Services, Deputy City Manager and the City Manager, participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of building codes, inspections and zoning administration, planning and community development.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Prepare and deliver presentations before trade associations, service clubs, community groups, city management, and city council.
- Perform other duties as assigned.
Requirements
Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered.
Education, Training, and Experience:
- Equivalent to a Bachelor’s degree from an accredited college or university with major course work in construction technology, planning, architecture, engineering, public administration, or a related field plus six (6) years of increasingly responsible building inspection experience including three (3) years of management and administrative responsibility.
Licenses and Certificates:
- A valid State driver's license is required at the time of appointment and must be maintained throughout employment.
- International Code Council Certified Building Official Certification is preferred.
- Certifications and/or licenses in Code Enforcement, Building, Mechanical, Electrical, and Plumbing inspection and/ or plan review preferred.
Special Requirements:
- Position requires regular in-person attendance including evenings and weekends as needed.
