Position Function/Nature Of Work
Performs highly responsible work regarding the enforcement of regulations of codes, laws, and ordinances pertaining to construction of buildings and other related structures.
Work is performed with independence under the direction of the City Manager and is reviewed through observation, records, reports and personnel reviews annually.
Essential Duties
- Plan review (Commercial & Residential), building inspections (Commercial & Residential) and supervising the activities of the Building Department.
- Conduct, coordinate, and perform all inspections and plan review duties in the following disciplines: building, residential, existing building, mechanical, electrical, plumbing, accessibility, energy conservation and fuel gas.
- Assist the Code Enforcement Officer with investigations of potential violations of the Florida Building Code, City Code of Ordinances, City's Property Maintenance Code, including existing structures/properties and conduct occupational license inspections.
- Provides support and guidance for staff questions and provide the answers to the public.
- In-field inspections.
- Plan review and evaluation.
- Personal contact, in field on building issues.
- Update personal knowledge on Code issues.
- Process paper work for Building Code issues.
- Site plan research regarding new developments.
- Technical support to other City departments.
- Attend Staff, commission and professional organization meetings.
- Perform other non-essential duties as required.
Knowledge/Skills/Abilities
- Considerable knowledge of Florida Building Code, local ordinances, and State Law related to building construction and inspection.
- Knowledge of building construction methods and materials.
- Specialized knowledge in the following technical codes: building, residential, existing building, mechanical, electrical, plumbing, accessibility, energy conservation and fuel gas.
- Considerable knowledge of trade procedures, materials and practices.
- Working knowledge of possible structure defects.
- Ability to read and interpret various codes, construction plans and blueprints.
- Ability to prepare and maintain accurate administrative records, and to make necessary reports.
- Ability to apply office management and supervisory skills successfully.
- Ability to establish and maintain effective working relationship with contractors and others in the construction trade, as well as the general public.
- Ability to be physically capable of performing assigned duties.
Minimum Requirements/Qualifications
- High School Diploma or GED; preferably with some advanced course work in administration or related field.
- Associate's degree or Bachelors is desirable.
- Extensive experience in commercial and residential construction; including at least ten (10) years of experience at the supervisory level in the building construction trades.
- Or, any equivalent combination of training and experience which provides the required knowledge, abilities and skills.
Other Requirements
- Must be 18 years of age or older.
- Must possess a valid State of Florida drivers' license.
- Must possess an honorable military discharge, if applicant has been service connected.
- Must be a United States citizen or naturalized citizen.
- Must pass a physical examination and drug urinalysis test.
- Must not have been convicted of a felony.
- Must endure a personal, professional and moral background investigation to determine honesty, maturity and dependability.
- Must be able to work weekends and nights.
- Must be fluent in the English language; ability to communicate in Spanish is a plus.
Licenses/Certifications
- Standard certification by the State of Florida as a Building Code Administrator.
Comments
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
Salary: $45.00 per hour
