The City Engineer plays an integral role in the Public Works Department’s leadership team and provides effective direction, control, and management over key engineering functions for the City. Manages and leads high-performing engineering teams that support, develop, and implement solutions to complex problems that arise in the design, review, construction, inspection, and maintenance of the City’s infrastructure and related development projects. Collaborates with all divisions of PW and other City Departments, and meets with developers, contractors, engineers, and the community regarding City policies, regulations, procedures, and projects.
Essential Duties and Responsibilities

Manages and leads high-performing teams that support, develop, and implement solutions to complex problems that arise in the design, review, construction, and maintenance of the City’s infrastructure and related development projects.
Provides effective direction, control, and management over key engineering functions to support the development and ongoing maintenance of the City’s infrastructure.
Serves as a technical resource for department personnel, City staff, other agencies, and the public by providing engineering advice on municipal projects and studies as appropriate regarding traffic, drainage, topography, utilities, and roadway facilities.
Participates in the development and administration of the departmental budget; recommends the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
Assesses, plans, and implements best practice standards and assures compliance with all regulatory and funding agencies; compiles and submits data for trend analysis and regulatory reporting.
Is an integral member of the Public Works Leadership Team.
Plans, administers, performs, and manages tasks related to development review and inspection as it relates to public infrastructure, including requests for variation from City’s adopted Public Works Standards.
Administers the City’s Franchise Program
Reviews capital infrastructure improvements for both transportation and stormwater programs, including estimates, plans, and specifications for public infrastructure construction projects.
Signs plans for Public Works improvements, stamps plans for work designed in-house.
Presents to City Councilmembers, Commissioners, and the community as needed to provide information, program/project updates and recommendations related to all engineering related issues affecting the City.
Represents the City at public meetings, open houses, and other venues including regional meetings.
Provides public testimony to the Hearing Examiner for development permits.
Reviews all estimates, plans, specifications and contract procurement for all public construction projects for compliance with applicable codes, specifications, standards, time schedules, contracts, grants, and budgets.
Reviews and maintains a suitable file and record of all official maps, plats, surveys, and construction projects.
Oversees property descriptions and arranges for the acquisition of street rights-of-way by dedication, purchase, or condemnation.
Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.
May be required to attend evening and/or weekend meetings and events based on organizational responsibilities and/or requirements.
SUPERVISION EXERCISED
Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.
Assesses and monitors workload; identifies opportunities for improvement and implements changes.
Selects, trains, motivates, and evaluates employees; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance.
Plans and oversees business area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff.
MINIMUM QUALIFICATIONS
Bachelor’s degree in civil engineering; supplemented by at least eight (8) years of broad and extensive civil engineering work experience of a municipal nature, including a minimum of three (3) in a supervisory capacity; OR substituting graduate level course work or training in Civil Engineering or Engineering Management for up to one (1) years of experience; or an equivalent combination of education, certification, training, and/or experience.
Employees must be residents of Washington State.
CERTIFICATIONS AND LICENSES
Valid Washington State Professional Engineer (PE) license or the ability to obtain within six (6) months.
Possession of or the ability to obtain within one (1) month a valid Washington State driver’s license and the ability to drive a City-owned vehicle per established policies, procedures, and safety guidelines.

Strong written and verbal communication skills, with the ability to present technical material in a clear and concise manner to various groups and individuals, including elected officials, the community, and stakeholders.
Efficiently supervise the design and construction phases of complex public works projects, including adherence to local, State, and Federal standards, requirements, and best practices for project design, contracts, grants, schedules, and budget.
Perform municipal civil engineering work and oversee others’ engineering work according to professional standards, including adherence to Federal, State, and local regulations and best practices.
Plan, direct, and evaluate the work of subordinates.
Use of Microsoft Office Suite and applicable department/organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required.
Clearly communicate and understand information in English, both orally and in writing, and use professional composition, spelling, grammar, and punctuation.
Responsive and flexible handling of work assignments and prioritizing work to complete assignments accurately and timely
Maintain a customer service orientation and positive image of the City to the public, courteous and professional approach to exchanging information, adhere to strict confidentiality requirements.
Regularly attend work and arrive punctually for designated work schedule, including when working remotely per an approved hybrid schedule.
