About This Position
Over 48 million passengers traveled through Phoenix Sky Harbor International Airport in 2023, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually.
The Aviation Department has two vacancies for the Senior Buyer position. In the Aviation Department Contracts & Services Division, the successful candidate will be part of a dynamic and innovative procurement team with career growth opportunities within the division and the department. Senior Buyers are responsible for arranging the purchase of assigned commodities and services; overseeing the full life cycle of assigned contracts ("cradle to grave"); conducting and completing full procurement processes, award and administration of general goods and services contracts in conformance with City's Administrative Regulation, Procurement Code, federal and state laws, rules, and regulation.
Job duties for the Senor Buyer position include reviewing procurement requests, assisting the Client Division develop the scope and specification of contracts, analyzing specifications/requirements, managing vendor selection processes, contract modifications, purchase order issuances, contract expenditure monitoring, and preparing and conducting public presentations. This position will also be responsible for explaining contract processes to users, managing computerized databases, and preparing specialized reports as required.

- Knowledge of local, state, and federal laws and regulations relevant to purchasing, procurement, and principles of accounting.
SALARY
Pay Range: $54,454 to $97,780 annually.
Hiring Range: $54,454 to $72,966 annually.

Minimum Qualifications
- Two years of experience as a buyer.
- Including one year in the area of specialization.
- Bachelor's degree in business or public administration, engineering, science, or a related field.
- Or Certification by the National Institute of Governmental Purchasers as a Professional Public Buyer.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

Preferred Qualifications
The minimum qualifications listed above, plus:
- Public or Private Sector Procurement experience.
- Experience drafting contracts and agreements.
- Experience with contract management.
- Experience using SRM/eProcurement software or similar software.
- Experience with informal procurement processes such IFB / RFQ.
- Experience prioritizing and managing multiple tasks to meet deadlines in a fast-paced environment.
