Position Description: Under general direction of the Information Technology Director, participates in the planning, development, selection, and design of the City's information systems and has primary responsibility for administering the day-to-day information systems operations of the Information Technology Department.

- Coordinating and managing activities related to the design, configuration, and implementation of the City's enterprise information systems; collaborating in the testing of configurations with department representatives; communicating with internal customers, network and server administrators, and vendors to ensure that the City is using the systems to their full potential and in accordance with best practices
- Analyzing the City's various business practices and requirements; recommending the use of information systems in support of City functions; improving the efficiency and productivity of City operations using systems' abilities and applications; setting priorities for applicable system enhancements
- Providing management and oversight of complex technology projects; identifying potential points of resistance or confusion, and developing specific plans to mitigate or address concerns; collaborating with stakeholders at all levels in the formulation of plans and activities to support project implementation
- Gathering, analyzing, and documenting requirements for the selection, implementation, integration, and support of the enterprise information systems.
- Coordinating feasibility studies for software and system products under consideration for purchase and providing findings and recommendations
- Developing and deploying strategies, standards, methodologies, and best practices for implementation, maintenance, and upgrades of information systems
- Collaborating in the testing of software programs and applications; communicating with network and server administrators, vendors, end-users, and software developers to ensure quality assurance, program logic, and data processing; developing, implementing, and disseminating information on best practices for application usage
- Compiling and maintaining an inventory of all software and system assets, and corresponding contracts and agreements
- Developing and coordinating training, including development of training materials, user procedures and training curriculum; conducting training sessions as necessary; developing and maintaining user documentation, implementation, and maintenance plans
- Creating custom administrative and quantitative reports for internal customers based on business requirements; preparing written reports and making presentations
- Facilitating the maintenance, support, and upgrade of existing systems; coordinating and communicating software upgrades, enhancements and changes with vendors, consultants, and internal customers
- Overseeing integration between multiple systems, either through in-house or outsourced development
- Analyzing technical literature and providing explanations understandable to end-users.
- Investigating, analyzing and resolving routine to moderately complex network related problems, resolving compatibility issues, troubleshooting network failures and recommending and implementing changes and improvements
- Monitoring network security; identifying unauthorized access and potential security risks; recommending improvements to network infrastructure security
- Maintaining and updating file servers and backup and recovery programs to ensure system recovery in the event of serious failure; monitoring and maintaining backup processes and storage capacity to department and legal standards
- Designing and maintaining departmental forms; creating and updating policies; completing various technical applications
- Working irregular hours including evenings, nights, weekends and holidays, as necessary; being available for call-back and automatic return to work with a reasonable response time for major emergencies, disasters, critical incidents and as otherwise required
- Providing critical thinking towards thorough and professional recommendations and completed staff work
- Delivering internal and external customer service; communicating orally and in writing with the public and fellow employees; solving problems in support of the City's mission, policies, goals and objectives
- Maintaining the confidentiality of records, documents and data stored upon, or delivered for entry into, the City's enterprise information systems
- Establishing and maintaining working and cooperative relationships with co-workers, and other members of the supervisory/management team, City staff, other agencies, and the community
- Exercising tact, self-restraint and good judgment; taking initiative to achieve positive, timely results for the organization with diplomatic skills and ethical conduct; conducting duties, responsibilities, tasks and assignments with a constructive, cooperative, positive, and professional attitude and demeanor

CLASSIFICATION:
The position is exempt from overtime and is otherwise covered by the Fair Labor Standards Act and is a member of the classified service.
THIS POSITION REQUIRES:
Knowledge of: Tier 1 or Tier 2 government enterprise information systems; processes and procedures related to government business activities and the systems/applications that support them, including finance, human resources/payroll, document imaging and web site management; network and personal computer (PC) operating systems; principles, practices, methods and techniques of installation, troubleshooting and maintenance of systems, networks and applications; LAN, WAN, Internet and Intranet networking characteristics, protocols, technologies, application and integration concepts; project management practices, tools, and methodologies; principles, methods, and procedures of data analysis, data warehousing, and data mapping; applicable programming languages, such as Structured Query Language (SQL); principles and practices of database administration and file management; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; principles of goal setting, program and budget development, work planning and organization; pertinent federal, state and local laws, codes and regulations as they pertain to information systems; methods and techniques of evaluating system and operation performance; current technology goals and objectives; principles and application of change management strategies.
Ability to: Respond to emergency call outs during and outside of normal business hours; and to possess a valid California driver's license, or present other reasonable means to respond (within a reasonable time frame) to emergency calls outside of normal business hours.
REQUIRED EDUCATION AND WORK EXPERIENCE:
Bachelor's Degree or equivalent with major coursework in computer science, information systems or a related field.
At least two years of increasingly responsible work experience in information systems or network programming and analysis.
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires mobility, hearing, vision and dexterity levels appropriate to the duties to be performed and may require irregular work hours including evenings and weekends. The ability to lift, carry and move objects up to 50 pounds is also required.
Some tasks require the ability to perceive and distinguish colors or shades of colors and sounds and provide oral communication. Work is primarily performed in a standard office setting with exposure to computer glare, vibrations and pitch, however some tasks may include exposure to noise, dirt, dust, pollen, odors, wetness, humidity, mold, and fumes.
