*This is a two-year term limited temporary (TLT) or special duty assignment (SDA)*Fleet Services is seeking a curious and analytical leader to support the division as a Strategic Policy Manager. This position supports overall policy and project implementation for Fleet Services. This position will work closely with a wide range of team members including County and non-County partners to produce high-quality reports, analyses, policies, standard work, and other key deliverables. Our ideal candidate will possess strong project management, data analysis, and organizational skills. They should be able to deep dive into technical issues and summarize complex issues at the high level. Our successful candidate will demonstrate influential leadership by inspiring and guiding their colleagues without formal authority and foster a culture of continuous improvement and innovation within the team. This position will report directly to Fleet’s Deputy Director, working closely with Fleet leadership. ABOUT FLEET SERVICES DIVISION The Fleet Services Division manages King County’s portfolio of vehicles and equipment. The team performs acquisition, maintenance, repair, replacement, and disposal of approximately 3,000 fleet assets for the County’s services associated with the Sheriff’s Office, Public Health, Roads, Parks, Wastewater, Water and Land Resources, and other agencies. The division manages two maintenance shops which include robust storerooms of automotive parts, materials, and construction supplies as well as several technicians working in the field to support remote customer sites.
In addition, the Fleet Division is responsible for the disposition of the county’s personal property assets, which includes a surplus warehouse in Georgetown. Disposal methods can include re-use within the county, donation to verified and approved non-profits, and sales through online portals or sealed/negotiated bids.

Scope of Job Duties: To be considered for this opportunity, you must demonstrate knowledge, skill and ability to:
- Lead efforts and workgroups to update Fleet policies such as county’s take home vehicle policy.
- Manage updates to the County’s Driver’s Manual and associated trainings and documentation.
- Draft responses to Council provisos and other actions that impact Fleet’s budget, which may include reporting writing and policy development.
- Research and support applications for grant opportunities, grant writing, and project implementation across Fleet’s multiple lines of business.
- Respond to ad hoc questions and inquires from Fleet staff, County leadership, other jurisdictions, and members of the public.
- Support and lead continuous improvement efforts.
- Other duties as assigned.
WE ARE LOOKING FOR CANDIDATES WHO:- Have demonstrated experience using communication, interpersonal, and organizational skills to build and lead multi-partner project teams, including staff at all levels and the public and the ability to manage competing perspectives to produce policies and processes.

- Can apply continuous improvement process principles such as (LEAN) and have experience facilitating process improvements.
- Can understand how federal, state, and local laws and policies interact, how they may impact operations, and where to find needed information.
- Demonstrate the ability to develop and present effective oral and written presentations to a variety of audiences, including the public. Draft reports, ordinances, and policy papers, with the ability to present technical information in plain language understandable to a non-technical audience.
- Demonstrate the ability to use problem solving and analysis skills at both the “big picture” and detail level, including the ability to anticipate and forecast downstream impacts of trends.
- Are able to communicate respectfully and effectively, both orally and in writing, with individuals from diverse backgrounds.
- Have recent and substantive experience in organizing, interpreting, and analyzing quantitative and qualitative data and other technical information from current data collection systems to measure the performance of the system. Are skilled in using multiple systems and applications including Microsoft Office Suite, including Word, Excel, PowerPoint, Teams and SharePoint.
