To manage, supervise, and direct the construction, maintenance, repair and upkeep of water distribution, water production and wastewater collection systems; and to provide professional and technical staff assistance to the Public Works Maintenance Superintendent and Public Works Director.

Duties may include, but are not limited to, the following:

Plan, implement, and direct the work of the water and wastewater division, including water and sewer line construction and maintenance, water production, and wastewater collection.
Monitor program compliance with appropriate Federal, State, and local laws and regulations.
Evaluate Division operations and methods used to provide water and wastewater utility services.
Prepare and review cost estimates for new service installations and maintenance activities.
Order material utilized in the operation of the water and wastewater.
Respond to a variety of complaints and inquiries from the general public.
Review service call requests and determine appropriate action.
Assist in the development of plans and specifications for new facilities.
Maintain operational and organizational records relating to the Water and Wastewater operations.
Assist in preparation of the yearly budget for water and wastewater operations.
Select, train, supervise, and evaluate subordinate personnel.
Prepare reports, correspondence, and memoranda.
Perform related duties as assigned.

QUALIFICATIONS

Knowledge of: Methods, materials, and equipment used in the construction, maintenance, and repair of water distribution and wastewater collection system. Basic principles and practices of engineering as they relate to water and wastewater systems. Effective and efficient methods and procedures for scheduling and assigning the work of water and wastewater personnel. Providing effective customer relations. Potable water production including well operations, chlorination, and storage. Federal and State water quality standards governing both potable and wastewater. Safe operating procedures in the construction and maintenance of water and wastewater systems. Principles and techniques of organization, administration, budget, and personnel management. Computerized work order management systems. Ability to: Estimate service requirements and implement decisions. Plan, schedule, and direct water and wastewater utility system construction and repair work. Communicate clearly and concisely, both orally and in writing. Understand appropriate codes, laws, and regulations governing the work of the Division. Respond effectively to emergency situations as they arise. Establish and maintain effective working relationships with those contacted in the course of work. TRAINING AND EXPERIENCE Five years responsible experience in the construction and maintenance of water and wastewater utility systems. Three years supervisory experience. LICENSES AND CERTIFICATES High School Diploma or GED. Possession of TCEQ Class C Groundwater Treatment and TCEQ Wastewater Collections II or Class C Wastewater Treatment license required, Groundwater Treatment Class B and Wastewater Treatment Class B preferred. Possession of a valid Texas Driver’s License.
