Position Overview
Ensures the City's Human Resources policies are executed fairly and to facilitate the activities and services of the department. This is accomplished by managing and overseeing department operations, supervising employees and overseeing employee relations within the City. Other duties include managing the compensation and benefits systems, providing training and development, developing and overseeing the department budget and interfacing with other City employees and citizens. This position provides direction to other employees.
Essential Job Functions
Plans, organizes and directs the Human Resources Department by overseeing the daily operations of various areas such as benefits, training & development, risk/safety and compensation, overseeing the new hire orientation process, reviewing and revising employment practices and procedures, ensuring employees are informed and programs are in compliance with applicable laws and regulations, maintaining appropriate documentation, and representing the City in unemployment compensation claims.
Ensures efficiency and effectiveness of human resources related programs by evaluating programs concerning human resource functions, making changes to improve efficiency and effectiveness, maintaining knowledge on current human resources issues, trends and laws, reviewing work of assigned staff, and managing the development and implementation of departmental goals and projects. Oversees all aspects of risk management for the City including liability, workers compensation and property casualty insurance.
Advises, consults with and assists employees and City management in a variety of employee relations issues by interpreting policies and procedures, resolving employee related issues to ensure all actions are done legally and representing the City in Human Resources and Risk Management related proceedings. Develops and maintains personnel policies by researching and developing new policies, updating policies, and submitting policies for approval by City Council. Coordinates employee training by assessing training needs, coordinating consulting presenters for training programs, and may develop and present training programs as necessary.
Manages compensation and benefits systems by working with managers to develop job descriptions for new and reclassified positions, conducting classification studies, coordinating and completing salary and benefit surveys, developing compensation and benefits proposals for the City. Develops and oversees the HR Department budget by collecting budget requests, compiling budget information, determining feasibility of requests and monitoring HR activities to ensure activities remain within budget. Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
Minimum Requirements
Bachelor's Degree in Human Resources or Business, Public Administration from an accredited college or university with seven (7) years of experience managing Human Resources programs in a municipal setting. Three or more of the seven years must be in a supervisory capacity. Master's Degree in Human Resources, Business or Public Administration is preferred.
Other Requirements
Professional certifications such as PHR/SPHR and IPMA-CP are preferred. Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
May be required to attend meeting/activities which may include nights and weekends.
