Position Overview:
Under supervision of the Director of Economic and Community Engagement, the Community Engagement Manager is responsible for developing and executing strategic marketing, communication, and special events that align with the City’s mission, vision, and goals. This role oversees public relations, fosters community engagement, and manages content creation across digital and print media while ensuring brand consistency. The Community Engagement Manager also oversees the execution of major City events, handles crisis communication, assesses the effectiveness of marketing efforts, manages the marketing budget, and collaborates with City departments and external partners to deliver cohesive and impactful communication strategies.
Essential Job Functions
- Department Leadership & Strategic Planning: Oversee the Community Engagement division and staff with strategic planning, budgeting, and performance evaluation for the department, ensuring alignment with City goals and priorities.
- Community Engagement, Events & Volunteer Program Oversight: Direct and actively participate in the planning, development, and execution of all major City special events, resident engagement programs, and outreach initiatives. Oversee the City’s Volunteer Program, including recruitment, program development, and reporting.
- Public Relations & Communications: Serve as the Public Information Officer, managing media relations, crisis communication, and City messaging. Develop and oversee external communications across digital and print platforms, ensuring consistency in branding, editorial standards, and public information strategies.
- Digital & Print Media Management: Administer the City’s website, social media channels, video production, and cable channel to provide accurate, engaging, and timely content. Create messaging materials such as press releases, speeches, FAQs, and presentations to support City initiatives.
- Stakeholder Relations & Public Outreach: Represent the City at public meetings, community events, and town halls. Foster relationships with residents, businesses, regional partners, and organizations, including neighboring cities, counties, and school districts. Monitor public sentiment and reputational risks to inform City strategies.
- General Responsibilities: Ensure compliance with local, state, and federal policies while exercising independent judgment and discretion. Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
Minimum Requirements
Graduation from an accredited college or university with a bachelor’s degree in Communications, Public Relations, Marketing, Journalism, Business Administration, Public Administration, or a closely related field, and a minimum of five years of progressively responsible experience in marketing, communications, public relations, special events or community engagement, preferably in a government, nonprofit, or corporate setting. Experience should include three or more years in a supervisory or managerial role overseeing staff, volunteers, or cross-functional teams.
Other Requirements
Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
