SUMMARY
Facilitates coordination of the building inspection process to include inspection of all properties currently permitted and under construction. Performs a variety of routine and complex administrative and technical work in inspections and building codes. Ensures compliance with approved plans, laws, building codes, and regulations, monitoring minimum standards for fire and life/safety codes, structural integrity, and public welfare. The position also performs code compliance plan reviews, as needed, and serves as a subject matter expert for internal and external customers. The incumbent works under the supervision of the Chief Building Official.

- Conducts site inspections of commercial, industrial and residential buildings and structures to ensure compliance with approved plans and codes; performs rental inspections on single-family rentals; notes violations and communicates issues of interest or concern.
- Determines work processes and procedures to expedite inspection workflow; studies and standardizes processes and procedures to improve efficiency and effectiveness of inspection operations.
- Interprets the building codes adopted by the state of Texas and the Town of Sunnyvale to ensure intent and compliance are met.
- Answers inquiries and technical questions concerning code compliance, interpretation, and inspection techniques.
- Performs commercial, industrial and residential plan reviews to verify that drawings for construction are code compliant, as needed.
- Recommends changes in town ordinances relating to building restrictions to maintain the integrity of town building and code enforcement programs and policies; assists other town staff with maintenance of certifications, training, and knowledge of state and municipal codes and statutes.
- Investigates complaints and citizen requests on construction activity and may post Stop Work Orders and Dangerous Building notices, as required; helps coordinate inspections with enforcement actions.
- In the absence of the Chief Building Official, analyzes and makes decisions based on project information received and carries out enforcement of such decisions.
- Participates in and directs the development of town projects and programs; works with other town departments to maintain and update the development of such projects.
- Provides superior customer service to town residents, contractors and the general public while strictly enforcing adopted codes and standards and any other applicable town ordinances.
- Prepares and drafts detailed reports on inspections and other activity; ensures accuracy of documentation and timely delivery of information; tracks the handling and resolution of violations.
- Inspects non-structural problems with building sites and ensures that they are corrected or referred to appropriate town departments.
- Supports the team-driven concepts of the town and department and willingly participates in team functions, meetings, and activities.
- Performs daily inspections of vehicles to include checking tires and lights and determining if service is necessary.
- Serves the citizens and guests of the town by abiding by all town core values.
- Follows town policies, procedures, and safety guidelines.
- Performs as an emergency worker in the event of a disaster.
- Punctuality and regular attendance are required.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
- High school diploma or GED
- Five (5) years of experience in a construction and/or inspection related field
PREFERRED QUALIFICATIONS
- Bachelor’s degree in construction science, industrial technology, engineering, architecture, or related field
- Previous inspection experience
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of building construction, project management and code compliance methods and practices, including a working knowledge of construction techniques, materials, means and methods.
- Thorough working knowledge of the International Code Council family of codes and the adopted Town of Sunnyvale ordinances and regulations.
- Ability to communicate effectively, both orally and in writing including the use of electronic mail, and the ability to prepare and present documents pertaining to construction and code related issues.
- Ability to read and understand construction drawings and highly technical documents relating to building codes, construction specifications, and standards.
- Excellent interpersonal skills that include the ability to be team-oriented, establish effective working relationships and display exemplary customer service skills.
- Ability to apply complex thinking to a wide range of intellectual and practical problems and to deal with difficult concepts or situations.
- Ability to remain calm under pressure, react appropriately in emergency situations and perform tedious and exacting work.
- Ability to perform abstract reasoning to analyze information learned from inspections and determine code violations, interpret code provisions, and apply them to specific situations.
- In-depth understanding of permit and review processes and procedures and the use of the permitting and plan review software.
LICENSE AND CERTIFICATION REQUIREMENTS
- Valid driver’s license
- Texas State Plumbing Inspection License/TSPBE (required)
- Residential and Commercial Energy Inspector/ICC (required)
- Residential and Commercial Building Inspector/ICC (or within 12 months of hire date)
- Minimum of two (2) additional ICC certifications (or within 18 months of hire date)
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work inside and outside during all types of weather, in extreme temperatures, both heat and cold. Enter and work in confined spaces (i.e.: crawl spaces and attics). May be exposed to harmful chemicals and other airborne materials (i.e.: chlorine, carbon monoxide, asbestos, freon, methane, dust, etc.). Potential exposure to electrical hazards, high noise levels, eye hazards, heavy equipment, and other power equipment/tools. Appropriate PPE is required, as necessary.
