Position Description:
Under general supervision of the Public Works Director this position supervises and assists in the maintenance and repair of all City-owned mechanical equipment, including order and inventory of parts, maintain equipment use logs, keep related records, and make recommendations on specifications for new equipment. In addition to maintaining city-owned mechanical equipment, the Fleet Supervisor is responsible for a portion of the City of Shoreline’s fleet.

Essential duties and responsibilities may include, but are not limited to, the following:
• Inspect, diagnose, and repair gas, diesel, and electric engines, as well as mechanical equipment including vehicles, emergency vehicles, heavy trucks, loaders, and accessories.
• Ensure compliance with all Federal, State, and local regulations, and maintain OSHA standards. Monitor staff training to ensure all safety requirements are met.
• Perform safety checks, emissions tests, and certify compliance with State and Federal requirements.
• Coordinate with drivers and finance for accident and loss reporting for risk management and insurance.
• Maintain asset records for finance, insurance, in the city's asset management system.
• Manage the Fleet Services budget, bill the City of Shoreline for services, and oversee the procurement of new vehicles and equipment.
• Liaise with risk management to obtain vehicle titles and license plates.
• Ensure regulatory compliance for vehicle registration renewals, safety and emission inspections, and calibration of speedometers and radar systems.
• Develop and implement short- and long-term plans, goals, and objectives for the division. Evaluate and improve division operations, methods, and resource use.
• Develop and implement policies and procedures for fleet management and vehicle procurement, maintenance, and operation.
• Administer division operating and capital budgets, monitor expenditures, and compile annual maintenance and fuel data for other divisions. Oversee cost allocation and fiscal transactions.
• Maintain records of operations, reports, assets, and maintenance using Computerized Maintenance Management Software (CMMS).
• Monitor inventory of parts, equipment, tools, and supplies, and manage ordering and periodic inventory counts.
• Ensure adherence to safety practices and investigate accidents when needed.
• Perform acetylene and arc welding, emergency roadside service, minor body work, and equipment painting.
• Order parts and materials and assist with equipment procurement specifications.
• Prepare invoices for work performed for external parties under agreement.
• Analyze and repair gas, diesel, and electric engines, vehicles, and equipment cost-effectively and efficiently.
• Conduct maintenance on ignition systems, air conditioning, fuel systems, transmissions, brakes, and other components.
• Operate equipment like grinders, voltage testers, lathes, and diagnostic tools.
• Fabricate small parts and design/install hydraulic systems and special accessories.
• Install equipment such as spreader boxes, sanders, and snowplows.
• Maintain records of repairs and services, perform road tests on vehicles, and prepare work orders.
• Perform machinist, welding, blacksmith, and body repair work as needed.
• Other duties as assigned.

Qualifications:
Education, Training and Experience Guidelines:
• Completion of high school, or equivalent, and completion of an apprentice program in automotive repair. Vocational education in mechanical and automotive maintenance desired.
• Four years’ experience as a journeyman mechanic, two years of which must have been heavy duty automotive and construction equipment.
• Electric Vehicle (EV) Training preferred
• Must pass a thorough background investigation.
• Must have a valid Washington State driver's license (or be able to attain at time of appointment) and a driving record acceptable to the City's insurance carrier.
• Washington State Class A Commercial Driver’s License (CDL). CDL with an N (tanker) endorsement required within six months from date of hire.
• Drug and alcohol testing required per federal Department of Transportation requirements.
• Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
Knowledge of:
• Principles and procedure of automotive and heavy equipment repair, arc, MIG, and acetylene welding, operation of equipment and cars.
Ability to:
• Maintain specialized equipment, identify, analyze, and resolve malfunctions. Keep the shop area clean and organized.
• Read and apply shop manuals, including tune-up specs, component tolerances, and disassembly/reassembly procedures.
• Perform manual labor in various weather conditions and physically demanding situations.
• Perform continuous physical tasks including bending, walking, and heavy lifting.
• Perform clerical tasks related to record-keeping and inventory management.
• Coordinate work to ensure all equipment remains operational.
• Operate City-owned vehicles and equipment, including those requiring a CDL, to assess proper operation.
• Use hand and motorized tools, such as wrenches, screwdrivers, and welding torches.
• Inspect and repair vehicles and equipment, including transmissions, engines, and both interiors and exteriors.
• Communicate effectively in person, by phone, and in writing.
• Establish cooperative working relationships with supervisors and staff in a team setting.
• Use PC-based software, including Microsoft Word, Excel, and other tools, to create plans and reports.
• Sit or stand for extended periods and read typed and handwritten notes.
• Adapt to changing environments, shift priorities quickly, and handle multiple tasks with frequent interruptions.
• Operate hydraulic and electric vehicle lifts.
• Learn new techniques and equipment as technology evolves.
• Manage multiple customers or jobs simultaneously.

Working Conditions and Physical Requirements:
• Work is performed primarily in a shop environment but there may be exposure to varying weather conditions when working outside to repair equipment.
• Must perform emergency repairs in the field exposed to all weather conditions and elements and may include working in or near traffic.
• Must be able to remain in one position for extended periods including: bending, stooping and lying on back in tight spaces.
• Entails regular exposure to engine emissions and fumes from cleaners and solvents.
• Must be able to lift and guide parts weighing up to 75 pounds into place.
• Subject to call back for changes brought on by weather (e.g., coming in a night and/or weekends to install snow chains on public safety equipment).
Supervision Received:
General supervision from the Public Works Director on budgetary matters, major repair expenditures and periodic review of work.
Supervision Exercised:
Supervises and reviews work of shop mechanic and/or other employees as assigned to his/her area. Keeps other employees informed of departmental policies.
Schedule and Compensation:
This position is exempt and non-represented. Work schedule is Monday – Friday, 6:30 a.m. - 3:30 p.m. Annual salary range: $115,810 - $142,360.
