The King County Department of Public Defense (DPD) is seeking
two (2) Human Resource Analysts (HRA’s) to join our small, yet mighty, and high performing Human Resources (HR) team. While the primary focus of the HRA’s will be on providing generalist support in the areas of Human Resource Information System (HRIS) administration, HR continuous process improvement, full-cycle recruitments, and records management, additional responsibilities may also include broader HR tasks such as leave management and employee engagement.
Reporting to the Human Resource Manager (HRM), the HRA’s must be positive, forward-thinking professionals who, through an Equity and Social Justice lens, will aim to meet DPD’s goal around providing effective and efficient delivery of Human Resource services. The HRA’s will have the opportunity to take an innovative and creative approach on developing and executing strategies to successfully perform in their assigned areas of responsibility.

ESSENTIAL JOB FUNCTIONS AND DUTIES include but are not limited to the following: The job description is an overview and is intended to describe the general nature and level of work being performed. It is not to be an exhaustive list of all the functions and tasks required of these positions.
HRIS Administration Support- Review and process HRIS transactions in Peoplesoft, including but not limited to hires, promotions, demotions, transfers, special duty, term-limited, and salary changes, etc.
- Review and ensure accuracy of Personnel Change Notices (PCN’s) that relate to employee status changes.
- Coordinate transfers, special duty assignments, and other unique HR processes for DPD with other agencies.
- Serve as the Peoplesoft HRIS and PCN subject matter expert for both internal and external partners.
- Create simple to complex queries in PeopleSoft as the primary data source for human capital resources for reporting, and other purposes.
- Create standard work for HRIS transactions and continue process improvement in a fluid working dynamic.
Full-Cycle Recruitment Support - Conduct high volume objective and equitable recruitments and selection processes to include providing support to hiring managers throughout DPD.
- Perform full-cycle recruitment for the hiring of staff positions.
- Coordinate applicant screening, testing, and interview processes.
- Conduct interview panel pre-briefs and debriefs, and review candidate assessment, and selection documentation.
- Provide employee onboarding and life cycle including employee onboarding, probation notification/tracking, off-boarding activities, and other processes through the employee life cycle.
- Post job announcements and advertisements.
- Develop and manage recruitment plans.
- Attend various job fairs and community events aimed at engaging job seekers.
- Create, maintain, and manage recruitment files and other records both electronically and in hard copy.
Continuous HR Process Improvement Support- Document standard work and processes to maintain consistency and ensure systems efficiency.
- Support the overhaul and optimization of HR processes and incorporate Equity and Social Justice fundamentals.
- Support the successful adoption and implementation of HR processes across the department.
- Develop and maintain HR data metrics and analyses.
- Support the employee exit survey process by tracking engagement and assist in analyzing feedback to guide process improvements.
Administrative Support - Demonstrate and practice cultural sensitivity when engaging with a diverse population.
- Reliably answers and returns calls and emails, providing the DPD community authentic support and demonstrating a willingness to assist them.
- Oversee, review and file employee personnel records in the Laserfiche and Content Manager system.
- Draft and edit letters, reports, charts, and other documents using various systems such as PeopleSoft, Adobe Pro, and Office 365.
- Provide information and respond to a high volume of inquiries from employees and management.
- Promptly elevate staff, internal and external partner concerns/inquiries and take action to address concerns.
- Provide excellent customer service by responding to inquiries in a timely, diplomatic, and confidential manner.
- Track and coordinate the Annual Bar License renewal process for all DPD attorneys.
- Track and coordinate the Jail Clearance process for all DPD attorneys and applicable staff.
Other functions:- Provide backup to the HR team members as needed.
- Oversee the HR inbox and calendar, triaging urgent queries and scheduling team meetings to maximize efficiency.
- Support the HRM as needed.
The Department reserves the right to assign additional duties in support of DPD’s mission.
Required Qualifications:- Three (3) or more years of demonstrated progressive experience in human resource service delivery, OR any equivalent combination of education and experience that clearly demonstrates the ability to perform all the essential duties of the position.
- Have a valid Washington State Driver's License and/or have the ability to travel to required destinations around King County.
The Most Competitive Candidate Will Have: - Experience with Applicant Tracking Systems (ATS), such as NeoGov.
- Familiarity with Human Resources Information Systems (HRIS), such as PeopleSoft.
- SHRM or HRCI certification, or an AA/BS in Human Resources.
- Experience working with attorneys or in a law firm.
- Experience performing HR service delivery in a unionized environment.
- Experience with high volume recruiting.
Knowledge Of: - Principles, methods, and practical applications of employee recruitment, selection, and placement.
- Human resource reporting and recordkeeping requirements.
- Federal, state, and local employment laws and regulations.
Ability To:- Use communications skills that foster positive rapport with individuals from diverse backgrounds and various organizational levels.
- Build positive working relationships with DPD staff and the King County community at large.
- Positively present the Department of Public Defense to internal and external partners.
- Work independently, take initiative, and handle multiple tasks effectively.
- Ability to collaborate and work effectively in a team-oriented environment.
- Demonstrate organizational and time-management skills to proficiently prioritize tasks in a deadline driven environment.
- Have regular, reliable, and predictable attendance to support timeliness and follow-through on work items.
- Travel to assigned locations as needed.

WORK SCHEDULE AND LOCATION:
The duties for this position will be a mix of onsite and telecommuting. Onsite and offsite work will be required as needed to fulfill the essential functions of the job. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Onsite reporting requirements are determined by the departments operational needs and may be adjusted accordingly.
When onsite this position will report to the Dexter Horton Building, 710 Second Avenue, Seattle.
The typical workweek is 40 hours per week, Monday through Friday, 8:00 a.m. to 5:00 p.m. This position is non-exempt from the provisions of the Fair Labor Standards Act and is eligible for overtime.
Rotations of workflow are an essential function and can occur based on business need.
