About the Role:As a team member on the Property Asset Management (PAM) team, you will collaborate with other team members in assessing, evaluating, researching, and strategizing the best means and methods for securing WTD property assets. This includes working on Capital Program and Project Teams as a subject matter expert from program and/or project scoping to construction and closeout, ensuring guidelines are adhered to and the program or project smoothly transitions to the operational team or to another approved use when complete. To work effectively with the team, the new member will be proactive in communicating with other team members, asking questions, and seeking feedback. They should be willing to learn from other team members and share their knowledge and expertise. It is important to maintain a positive attitude and be open to constructive criticism. This position requires a team member who is detail-oriented, organized, and able to manage multiple tasks simultaneously. By working collaboratively with the team, the new member can help ensure that projects are completed on time, within budget, and to the satisfaction of all stakeholders involved.
As a Water Quality Planner/Project Manager III (WQPPM III) in the Regulatory Compliance and Land Acquisition unit, you will be expected to assist in planning, contributing to, and supporting the property asset management program directly impacting the division/department and community. In addition, you will assist in the planning and oversight of support for WTD’s Capital Improvement Program and Operations program with a focus on the multi-faceted needs of our existing facilities, facilities under construction, and new facilities just completed. You will complete your own body of work while also mentoring and coaching teammates to achieve their best performance using identified objectives, KPIs (key performance indicators), and work plans to ensure the work unit’s performance meets customer and community needs and aligns with WTD’s vision and values. As a mentor, you will work to reinforce team culture and improve team processes. You will serve regularly on the Division’s Safety and Security team and may be expected to effectively lead outreach support for WTD’s most complex programs, projects, and facilities.

What You Will Be Doing:- Work collaboratively with PAM team members to assess, evaluate, research, and strategize the best means and methods for securing WTD property assets. As a subject matter expert, you play a key role in Capital Programs and on Capital Project Teams – during scoping, planning, construction, and beyond, ensuring guidelines are adhered to and the project smoothly transitions to the operational team and/or other use. This position requires a thorough understanding of property assets, project goals, and operational requirements. You will work closely with team members to identify the best strategies and methods to secure property assets & ensure the project is completed on time, within budget, and to required quality standards. Your expertise will be invaluable in guiding the team through various stages of the project ensuring all parties are kept informed and engaged throughout the process. Good communication, collaboration, and attention to detail are essential for success in this role.
- As a subject matter expert in this multifaceted role, you will navigate medium to complex, higher-risk capital programs/projects, and operational projects, along with overseeing existing facilities. Our specialized expertise encompasses various scenarios, including managing interim uses through property use agreements (such as rights of entry, special use permits, and leases), addressing and resolving encroachments and encampments on or near Wastewater facilities, managing staff access to/from WTD infrastructure, handling security concerns (fencing, lighting, cameras, patrols), and more. This role demands the ability to make informed decisions in situations where established guidelines or procedures may not be in place, often requiring the development of new protocols.
- As a representative of WTD, you will be responsible for handling highly sensitive and politically charged issues related to WTD and its work. This includes meeting with internal/external stakeholders, responding to pressing issues with limited response time, and strategizing with management while sometimes engaging with elected officials. Excellent communication skills are key as you will be required to respond orally and in writing to requests from management, other agencies, elected/appointed officials, governmental agencies, and the public. You will be responsible for ensuring all communication is clear, concise, and accurate, and that all relevant regulations and policies are followed.
- Support Capital programs as a program coordinator. Develop scopes of work, schedules, and budgets to perform work related to property asset management such as surveys, appraisals, hazardous material removal, fence design and installation, cameras/lighting recommendations/installation, security patrol implementation as requested, and more.
- Act as a mentor and guide to unit staff and support the Supervisor as a backup for completing unit administrative tasks as well as other related tasks as needed.
Qualifications You Bring:- Demonstrated experience managing consultants, programs and/or projects, project schedules, and delivery of program, project, and/or property-related (or similar) types of deliverables.
- Ability to identify strategies and develop plans to ensure successful and timely delivery of property asset management deliverables to programs, capital projects, offsite teams, management teams, and other key stakeholders.
- Exceptionally dependable in accomplishing work assignments with minimal assistance required and a demonstrated ability to meet deadlines.
- Excellent skills in clear and effective written and oral communication.
- Ability to work collaboratively in a team environment with staff from various backgrounds with varying skills and roles.
- Skills in managing multiple projects simultaneously.

- Knowledge of work order contract process is desirable although not required.
